Description
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR A PURCHASE ORDER WITHOUT PROVIDING FULL AN OPEN COMPETITION (INCLUDING BRAND NAME). The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Institutes of Neurological Disorders and Strokes (NINDS) intends to negotiate and award a fixed price purchase order without providing for full and open competition (Including brand-name) to Thermo Electron North America LLC, 1400 N. Point Parkway, Ste 10, West Palm Beach, Florida 33407. The intended procurement is classified under NAICS code 811219 with a size standard of $19.0 dollars. The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-68, August 1, 2013. This acquisition is conducted under the procedures as prescribe in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold. This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contract awarded using FAR Part 13 -Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6 - Competition Requirements. Description of Requirement: Preventative Maintenance service for a LTQ Orbitrap Elite Mass Spectrometer Background: The NINDS Clinical Proteomic Facility (CPF) provides NINDS investigators with access to state-of-the-art mass spectrometry-based proteomics technologies in support of understanding the biochemical events that cause neurological injury and degeneration produced by genetic diseases, inflammation, trauma, or exposure to neurotoxic substances. Our goal is to apply knowledge derived from the basic research to practical diagnostic applications that enhance human health and well-being. The LTQ Orbitrap Elite Mass Spectrometer in the lab is the critical component in carrying out the Core's mission. With its high resolution and high mass accuracy, the LTQ Orbitrap Elite is major workhorse for high-throughput protein identification, post-translational modification characterization, and quantitative proteomics using SILAC and iTRAQ. This mass spectrometer is utilized by DIR clinical investigators and trainees in pursuit of proteomics research projects. The determination by the Government to award a contract without providing for full and open competition is based upon market research conducted as prescribed in FAR Part 10-Market Research. The results of the market research conducted concluded that there are no other companies with the capability of performing preventative maintenance and repair services to the Thermo Fisher Scientific Inc.'s LTQ Orbitrap Elite Mass Spectrometer without jeopardizing the equipment's warranty agreement as well as obtaining the ability to obtain compatible supplies and replacement parts. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capabilities in response to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, lit price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS)m the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. The information received will normally be considered for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by September 9, 2013 3:00pm EST and must reference number HHS-NIH-NIDA- NINDS-AM3030067.
