Description
The Joint Strike Fighter Program Office (JPO) intends to issue a follow on sole source cost type contract to Orion Networking, Inc, 11211 Birmingham Court, Great Falls, VA 22066-4234. Orion Networking, Inc. will provide program management support, Sensor Modeling Analysis, Multi-Spectral Environment (MSE) Support and Computer Generated Imagery (CGI) Analysis mission capabilities in support of the F-35 JPO to ensure efficient and effective design of the F-35 Air System (AS) simulations. The Government intends to procure the above services under the authority of 10 U.S.C. § 2304(c)(1), FAR 6.302-1, to ensure there will not be a break in services required while a competitive Seaport-e Task Order is being put in place. The period of performance on this procurement will be twelve months from award date. The F-35 is a joint, multi-national program among the U.S. Air Force (USAF), U.S. Navy (USN), U.S. Marine Corps (USMC) and eight cooperative international partners: United Kingdom, Italy, Netherlands, Turkey, Canada, Australia, Denmark, Norway, and Security Cooperative Participants, Israel, Singapore, and Japan (FMS), whose objective is to develop and deploy the F-35 Air System (AS), a three variant family of highly common and affordable 5th Generation strike fighter aircraft to meet the operational needs of the USAF, USN, USMC, and cooperative partner international services. The work to be performed under this contract will support the F-35 JPO efforts to ensure that the aircraft manufacturers and prime contractors on the F-35 program, Lockheed Martin (LM) and Pratt & Whitney (P&W), meet the Government's requirements and revised timeline to successfully deploy the newest generation of fighter aircraft. The following objectives are mission critical to the F-35 JPO in evaluating both the current strategy and potential alternatives and initiatives that will deliver a best value, long-term F-35 sustainment solution. Orion Networking, Inc. (Orion) shall provide M&S support to the mission capabilities in support of the F-35 JPO to ensure efficient and effective design of the F-35 Air System (AS) simulations. Orion shall provide the technical subject matter expertise necessary to satisfy the following tasks:  Provide Program Management Support  Perform Sensor Modeling Analysis  Provide Multi-Spectral Environment (MSE) Support and Computer Generated Imagery (CGI) Analysis Orion is the only responsible source available with the extensive, long-term experience and background on the F-35 JPO M&S efforts to perform this requirement. It is in the government's best interest to award a sole source contract to Orion while the F-35 JPO takes necessary steps to prepare for and successfully execute a competitive follow-on task order under SeaPort-e. The F-35 critically relies upon sensors to perform its mission. By awarding this sole source contract to Orion, the government will avoid substantial delays in fulfilling the government's requirements. Currently, there is no support to the F-35 JPO M&S IPT to provide Sensor Modeling, MSE or CGI. A determination by the Government not to open this requirement to competition based upon the response to this notice is solely the discretion of the Government. Any interested responsible sources shall submit a capability statement referencing N68335-13-R-0211which shall be considered by the agency.
