Description
The Bureau of Land Management (BLM), Oregon State Office intends to award one (1) firm fixed price construction contract for follow-on mine site reclamation of the Poorman/Balm Creek Mine Site located NE of Baker City, OR in Baker County as a sole source to Valmont Industries, Inc. 3511 Pacific Blvd SW, Albany, OR 97321-3780 to be procured as a firm fixed price construction contract as the only responsible source pursuant to FAR subpart 6.302-1. The original contract No. L05PC02423 was suspended and construction delayed because of the discovery of prehistoric cultural properties. Valmont Industries, Inc. (dba, Cascade Earth Sciences) is the only responsible source to provide completion of the contract to remediate the Poorman Balm Creek Mine site due to the work, knowledge, and expertise it possesses to swiftly complete this project. This contractor is uniquely qualified because of their knowledge of the site and its hazards. Cascade Earth Science (CES) possesses the specific knowledge and understanding of the site over the past 8 years to swiftly address the life safety and hazard risks and complete the remediation of this project. The area around the Site C mine shaft is critical and work around the shaft must be supervised by a contractor that has gained experience during the previous construction. The mine shaft is a water filled vertical shaft estimated at 900 feet deep, and the water treatment facility must be constructed immediately next to the shaft. During the relocation of Balm Creek through the Lower Holding Pond portion of the site, pockets of tailings were located that still need to be removed. The contractor's knowledge of the site will be crucial to relocate these materials and remove them to the repository without impacting the trees and vegetation still existing on the site. The performance period is from 10/01/2013 through 12/31/2013. The NAICS code is 562910 and the small business size standard $19 million. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
