- INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL AND OPEN COMPETITION. The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Institute on Aging (NIA) intends to negotiate and award a purchase order without providing for full and open competition to Corielle Institute for Medical Research Incorporated (Corielle) for Unique DNA samples obtained from patients diagnosed with Parkinson's Disease for genome-wide genotyping and whole exome sequencing. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The intended procurement is classified under NAICS code 541712 with a Size Standard of 500 employees. REGULATORY AUTHORITY: The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-69 effective August 1, 2013. This acquisition is conducted under the procedures as prescribed in the FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($150,000). STATUTORY AUTHORITY: This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. DESCRIPTION OF REQUIREMENT: The contractor shall provide: Unique DNA samples obtained from patients diagnosed with Parkinson's Disease for genome-wide genotyping and whole exome sequencing according to the specification requirements as follows: Item 1: 3756 of whole blood derived DNA and cell culture derived DNA samples of patients diagnosed with Parkinson's disease. Item 2: 3244 of whole blood derived DNA and cell culture derived DNA samples of control unaffected patients. Background: A mission of the Laboratory of Neurogenetics is to find the genes responsible for neurodegenerative diseases such as Parkinson's Disease. The laboratory scientists find the responsible genes by performing high-throughput genomic experiments that include genome-wide genotyping and next generation exome sequencing. The aforementioned techniques are powerful and only work if the Laboratory of Neurogenetics has DNA samples from patients diagnosed with Parkinson's Disease. Purpose and Objectives: The purpose of the NIA/Laboratory of Neurogenetics's is to find the genes that are responsible for causing Parkinson's Disease. Therefore, DNA samples represent a crucial reagent in the NIA/Laboratory of Neurogenetics's genetic experiments. Accordingly, DNA samples have to be collected from individuals diagnosed with Parkinson's Disease. The laboratory scientist will use the DNA samples and conduct genome-wide genotyping and next generation exome sequencing in efforts on treating and hopefully finding a cure for patients diagnosed with Parkinson's disease. Period of Performance and Contract Type: Delivery Within: 30 Days After Receipt of Order. The contract type will be Firm-Fixed-Price. Project Description: The purpose of the NIA/Laboratory of Neurogenetics's is to find the genes that are responsible for causing Parkinson's Disease. Therefore, DNA samples represent a crucial reagent in the NIA/Laboratory of Neurogenetics's genetic experiments. Accordingly, DNA samples have to be collected from individuals diagnosed with Parkinson's Disease. The laboratory scientist will use the DNA samples and conduct genome-wide genotyping and next generation exome sequencing in efforts on treating and hopefully finding a cure for patients diagnosed with Parkinson's disease. Other Important Considerations: Not Applicable CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION: The determination by the government to award a contract without providing for full and open competition (including brand-name) is based upon market research conducted as prescribed in FAR Part 10-Market Research, specifically the review and evaluation of responses received to the sources sought notice published in the FedBizOpps on August 13, 2013. The results of the market research concluded that there are other companies with the capability of performing DNA analysis on samples from patients diagnosed with Parkinson's disease. However, the Coriell Institute for Medical Research in its DNA Repository has an existing collection of DNA samples from patients diagnosed with Parkinson's disease and are the only known source that can provide those samples readily to the government. The DNA samples are needed to conduct genome-wide genotyping and next generation exome sequencing in the National Institute of Aging efforts on treating and hopefully finding a cure for patients diagnosed with Parkinson's disease. CLOSING STATEMENT: This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
