- Description
- National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), plans to procure on a sole source basis services to measure several hormone analytes from the Mayo Clinic, Immunochemical Core Lab, 200 First Street SW, Rochester, MN 55905. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 541380 and the business size standard is $14.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is twelve (12) months from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. The NCI/DCEG is conducting a case control study to assess the relationship of endogenous sex steroidal hormones with cervical HPV and pre-cancer risk among women enrolled in the NCI SUCCEED study conducted at the University of Oklahoma. The NCI will evaluate women who have high-grade cervical intraepithelial neoplasia (CIN grades 2/3, cases) versus those without (<CIN2, controls), and analyze differences between circulating levels of key sex steroid hormones. The NCI shall evaluate 5 analytes that have been postulated to have a role in cervical carcinogenesis based on experimental and small observational studies - estradiol (E2), estrone (E1), testosterone (T) and dehydroepiandrosterone sulfate (DHEAS), along with sex hormone binding globulin (SHBG). The careful controlling of confounders through the rich covariate data available in the parent SUCCEED study will allow NCI to clarify relationships between circulating endogenous hormone levels with cervical cancer precursors. The contractor shall provide services for analyzing hormone levels from 360 cervical serum specimens collected in NCI studies. The NCI researchers have long-term experience conducting hormone studies to evaluate gynecological cancer risk. We recently surveyed experienced laboratories for hormone assays they offer for cancer research. The Mayo Clinics Immunochemical Core Lab (ICL) is the only laboratory that can provide a ‘one-stop' shop for conducting several hormone analytes using the specific assay methodology from a single serum specimen, thus reducing shipment/transport requirements of several aliquots of samples between several laboratories, and also by minimizing operational volume requirements for the assays. Other laboratories conducting these assays do not offer the comprehensive assay panel that is being offered by the proposed vendor. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11AM EST, on September 12, 2013. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
