Description
NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT: Under the authority of FAR 6.302-1, it is the Government's intent to award a sole source service contract to the Oglala Sioux Tribe Natural Resources Regulatory Agency, for Community Relations and Tribal Coordination associated with the Badlands Bombing Range Air Force Retained Area, which lies within the confines of the Pine Ridge Reservation, South Dakota. THIS IS NOT A FORMAL SOLICITATION. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available, and telephone requests for a copy of the solicitation will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses received within 15 days will be considered. If no affirmative written response is received, the service contract will be awarded without further notice. A determination by the Government not to compete this proposed service contract is based on the Tribal Sovereignty of the Oglala Sioux Tribe of the Pine Ridge Reservation; the Tribe's Natural Resource Regulatory Agency intends to perform the required service themselves, due to the internal coordination and nature of the support services. Based on a signed Tribal Consultation Plan, the U.S. Air Force will utilize tribal resources in the most appropriate manner. Utilizing internal tribal member/employees to speak Lakota in presentations to the Tribal President, Tribal Council and to coordinate with other internal tribal entities is the most viable method for the services to be provided. The U.S. Army Corps of Engineers award of this service contract will be based upon the Tribal Consultation Plan, and the Sovereignty of the Oglala Sioux Tribe, the possible responses to this notice, and is solely within the discretion of the Government.
