- Addendum to RFI Details ADDENDUM TO RFI-AFSOC 12-0001 (27 Aug 2013) This is a Request For Information (RFI) ONLY from Headquarters Air Force Special Operations Command (HQ AFSOC) at Hurlburt Field, FL. THIS IS NOT A SOLICITATION. Interested firms shall not send proposals in response to this Notice. This notice shall not be construed as a commitment by the Government to issue a solicitation nor does it restrict the Government to a particular acquisition approach. Summary of Change: Effective Immediately, previously vetted solution providers may now request the classified PGL in hardcopy or softcopy format. In response to requests for the PGL, AFSOC/A8XP will verify the requestor's facility clearance for classified storage and provide a copy of the PGL in the format requested. Standard procedures for wrapping, mailing, and tracking classified materials will be used. Other interested companies may also request the PGL after complying with Section III, Submission Guidance, below. I. Background: The Functional Solution Analysis phase of the CBA produces a list of potential solutions that are defined by the DOTMLPF-P framework. The final analysis reviews the information derived during the CBA and provides AFSOC senior leadership with the pedigree of information and approach or approaches that best address the Command's capability gaps. RFI-AFSOC 12-0001, released 8 Aug 12, started the solution gathering phase of the FSA and specified solution submittals via SIPRNET. II. Prioritized Gap List (PGL): As specified in the base RFI, the PGL is the product of the AFSOC Strategic Planning Process Capability Based Assessment (CBA) and contains the Command's most important capability gaps. Each PGL entry includes a description of the gap, background information, major components, and their attendant measures of merit. It is a classified document and is currently hosted in electronic form on the SIPRNET to facilitate data manipulation and other required analyses with minimal human-introduced errors. III. Submission Guidance: A. This addendum also initiates a two-step process between the government and interested solution providers. B. Step 1: a. Providers will answer the following questions to allow AFSOC to determine the degree of foreign involvement/influence in the provider's company: 1. Is the company US owned and US operated? 2. Is the company US owned but foreign controlled? 3. Is the company US owned by foreign affiliated? 4. Is the company foreign owned and foreign affiliated? 5. Is the company a US subsidiary of a foreign company? b. Providers will Submit a Notice of Interest (NOI): The unclassified NOI shall include a brief (limited to 10 pages in PDF format) Vendor Capability Statement to include the following: 1. Core Competencies 2. Key Personnel 3. Security POC 4. Company and Government Entity (CAGE) Code 5. Cleared Company Representatives (limit to five personnel) Requiring SIPRnet access to PGL a) First Name b) Last Name c) SSAN (Needed to verify security clearances) d) SIPRnet Email Address e) Telephone Number PRIVACY ACT STATEMENT: This page may contain Privacy Act Information. The Privacy Act, 5 U.S.C. 552a, requires that federal agencies inform individuals, at the time information is solicited from them. Failure to provide PII may limit the efficient performance of ADNI-CIO administrative/management responsibilities. C. Step 2: a. Following a review of the NOI, the Government may provide access to a sanitized version of the PGL (gap name and gap description) via NIPRNET in an email response to the NOI. b. The Government will provide a solution template to be used to document solution submittals. A separate template should be used for each solution submittal and all submittals should be related to one or more of the items on the PGL. Discussions with any of the points of contact shall not constitute a commitment by the Government to subsequently fund or award any proposed effort. Only Contracting Officers are legally authorized to commit the Government. D. NOTICE OF INTEREST (NOI) DUE DATE AND TIME: This RFI will remain open until amended or superseded. All submissions will be accepted but may not be evaluated until the next planning cycle. The RFI may be reissued and/or amended periodically, as needed. A NOI may be submitted at any time.
