Description
Copy of Attachment H FOH is the primary provider of occupational health and health promotion services to Federal agencies throughout the United States. FOH, a service unit of the Program Support Center and a component of the Department of Health and Human Services, and works in partnership with Federal organizations throughout the US and its territories to design and deliver comprehensive solutions to meet their occupational safety and health promotion needs. Contractors shall be required to maintain their NCQA WHP accreditation status as prescribed by NCQA (www.ncqa.org). Responding contractors must demonstrate at least five (5) years experience in wellness and health promotion. Contractors that respond to this solicitation are required to have an existing web-based system and telephonic health coaching service that is part of an existing NCQA WHP accredited solution. This solution must include services to engage the population (provide WHP to the entire population), HA provisions, the ability to identify and tailor programs to meet client needs; provide self-management tools to help individuals stay healthy and reduce risk; provide health coaching; administer incentives upon request; evaluate incentives effects on clients; and provide WHP performance reporting, when applicable. The web-based system that is provided must be reliably available as a secure web based application that is accessible through the internet via a personal computer, or a mobile smart-phone/tablet device in an environment capable of receiving an Authorization to Operate (ATO) on behalf of HHS. The environment and system will be subject to HHS' Certification and Accreditation (C&A) process to receive the ATO prior to use by Federal employees. HHS officials will approve the ATO and HHS will perform or contract out the independent System Test and Evaluation (ST&E) requirements of the C&A process. Contractors must demonstrate experience in maintenance and support of secure internet online data systems, website management, and website interface design. In addition, the contractor shall possess proficiency in the delivery telephonic health coaching and managing call center operations. The contractor shall have experience running campaigns closely coordinated with FOH to encourage enrollment and engagement in wellness and health risk modification programs. The contractor should have documented success maintaining engagement of federal employees once they have made initial use of the service. The contractor shall be expected to track metrics on enrollment, utilization of the web-based and telephonic service offerings, and report on the effectiveness of various aspects of the program in successfully changing behaviors and health risk outcomes. At the time of award the tools and services (Health Appraisal (HA), web-system tools, lifestyle management tools, and telephonic health coaching) shall be NCQA WHP accredited with or without Performance Reporting. Performance reporting is an optional NCQA WHP standard FOH will seek to improve quality of our wellness and health program. This standard will require FOH to report ten (10) performance measures results annually to the NCQA. All capabilities shall be fully operational, provide an interactive online health promotion system, deliver a diverse array of web-based challenges, and include telephonic health coaching engagement opportunities to attract a broad array of Federal employees to a variety of wellness topics, dispense personalized healthy lifestyle information, provide interactive tools, and include administrative functions for health promotion staff to manage and track Federal employees in the FOH client's program, which meet or exceed NCQA WHP standards and applicable performance measures. In addition, NCQA WHP accreditation status shall be maintained throughout the duration of the contract as required by NCQA.
