Description
brief technical description The Norwegian Defense Logistics Organization (NDLO) intends to issue an Invitation for Bid (IFB) for the procurement of hardware, software, and relevant services to restore the high precision GPS tracking systems at the NATO Naval Forces Sensor and Weapon Accuracy Check Sites (FORACS) in Stavanger (Norway), Souda Bay (Greece), and West Palm Beach, Florida. FORACS' mission is to measure the bearing, range, and heading errors on board surface ships, submarines, and helicopters. The scope of the project covers restoration of the existing GPS tracking systems, configuration and testing, documentation, warranty, and other services that will be specified in the IFB. All items to be provided should preferably be commercial off-the-shelf (COTS). A brief technical description of the project is attached. The Department of Commerce will be using IFB-NDLO-CIS-2013-010 as its reference for this project. The project involves International Competitive Bidding (ICB). In order to bid on this project, a U.S. prime contractor must 1) maintain a professionally active facility (office, factory, laboratory, etc.) in the United States, 2) be pre-approved for participation in NATO International Competitive Bidding (ICB), and 3) be nominated to the bidders list by the U.S. Government. BIDDING PROCEDURE NATO ICB requires that the U.S. Government nominate U.S. prime contractors to the bidders list. Before the U.S. Government can nominate a U.S. prime contractor to the bidders list for this procurement, the firm must be approved for participation in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. The NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents After approval of your one-time NATO ICB application, the U.S. Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. NATO-member governments use a DOE to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DATES: - Request a DOE (and, for firms new to NATO ICB, submit a completed one-time NATO ICB application): 17 September 2013 - IFB planned to be released: October 2013 - Bid Closing scheduled for: 63 calendar days after issue of the IFB
