Description
The U.S. Department of Education (the Department) seeks to modify contract ED-PEP-11-CO-0062 "Technical Assistance with Evaluations of U.S. Department of Education Grant Programs" with Westat to increase the number of programs served under this contract from 10 programs to 20 programs, pursuant to Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The purpose of contract ED-PEP-11-CO-0062 is to assist the Department and grantees to improve the quality and use of program performance data programmatic and budget decisions. Support through this Data Quality Initiative Technical Assistance (DQI-TA) contract also helps Department program staff identify key indicators, and guide their collection and use of data for program performance reporting. This contract modification will increase the scope for existing tasks under the contract. The request reflects growing demand from program offices for DQI-TA assistance related to the development of performance measures, review and analysis of grantee data, and support to programs and grantees regarding performance reporting. Because the new work is very much integrated with the existing work that the incumbent contractor is performing, it was determined that it would be prohibitively expensive and disruptive to compete this work as a separate contract This notice of intent is not a request for competitive proposals. A determination by the Department not to compete this procurement action, based upon responses to this notice, is solely within the discretion of the Government. Written responses must include sufficient information to establish capability to fulfill the requirement.
