Description
PLEASE NOTE: THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A POTENTIAL SOURCES SOUGHT SYNOPSIS ISSUED ONLY TO CONDUCT A MARKET RESEARCH STUDY FOR AN ANTICIPATED MILITARY REQUIREMENT. The information received will be used within Directorate of Emergency Services, Fort Leavenworth, KS, to facilitate the decision making process and will not be disclosed outside of the organization. This announcement is not a request for proposals, but a survey of the market for potential sources. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results of the evaluation. Directorate of Emergency Services, Fort Leavenworth, KS is seeking SBA Total Small Business with current relevant experience to upgrade the central access control software suite from C-Cure 800 to C-Cure 9000 with all associated data files. The project if awarded under a contract will include the installation, configuration, and setup of the C-Cure 9000 server and client on a new, government provided server or virtual server. The vendor shall also provide conversion/migration of the data from the C-Cure 800 system to the new C-Cure 9000 system. Data conversion shall be performed by Software House, Inc. in accordance with manufacturer's recommendation. The vendor shall provide all software, software licenses, firmware updates, controller programming, labor and materials required for a complete turn-key solution. The North American Industry Classification System (NAICS) code(s) should be classified under is 334119 (Other Computer Peripheral Equipment Manufacturing), with a corresponding Small Business Size Standard of 1,000 employees are encouraged to submit a response for review. The proposed contract if awarded will be for a stand-alone project to responsible company with recent and relevant experience in previous projects dating back not more than three (3) years. Interested sources are invited to respond to this sources sought announcement utilizing their company letterhead in a Portable Document Format (PDF). 1)Contractor Information: Provide your firm's contact information with a central POC, Cage Code, TAX ID and DUNS number to include a statement confirming that your company System for Award Management (SAM) registration is current, refer to http://www.sam.gov/. 2)Identify type of Small Business and registered CCR codes. For more information on the definitions or requirements for these small business programs, refer to http://www.sba.gov/. 3)Supply with Install: Provide a statement of the estimated time to upgrade and installation of system based on that attached Statement of Objectives and scope outlined on Appendix A. 4)Experience: Submit a maximum of 3 government or commercial contracts/projects your firm has completed in the last 3 years demonstrating your experience with upgrade and installation of C-Cure systems. This past experience may be for the military and/or commercial nonresidential buildings related work within the cost range of $25,000 to $100,000 plus. For each of the contracts/projects submitted for experience, provide the title; location; whether prime or subcontractor work; award and completion dates; contract or subcontract value; type of work; type of contract; a narrative description of the services provided by your firm; and customer information including point of contact, phone number, and email address. Responses to this sources sought synopsis should be forwarded to the attention of Mr. Robert Parvin, MICC - Leavenworth, please email your response to robert.parvin@us.army.mil. One copy of the submittal package is due no later than 11:00 AM (Central Time) on Friday, 30 August 2013. Responses received after the deadline or without the required information will not be reviewed.
