Description

Instructions to Offerors The Government will award a firm fixed priced contract resulting from this solicitation to the Offeror that represents the lowest price, technically acceptable offer. Technically acceptability will be determined by whether the offer conforms to the solicitation requirements, e.g. the offeror quotes the brand name or equal training aids that the schedule calls for. In accordance with VAAR 852.211-73, quotes offering "equal" products (including products of the brand name manufacturer other than the one described by brand name) will be considered technically acceptable if such products are clearly identified in the quotes and are determined by the Government to meet fully the salient characteristics requirements listed in the solicitation. All quotes shall be submitted no later than 5:00 PM EST on September 10, 2013 via email to EESVendorProposals@va.gov. All quotes shall be in PDF format; no hard copies are required.
