Description
The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following items: 1) Collaboration Learning, Qty 1. This requirement is sole sourced to Act Too Consulting, Inc., 917 C W. Inyokern Rd., Ridgecrest, California 93555 as the only vendor able to provide this service. The support requested continues the current strategic learning efforts underway at NAWC-WD by Act Too Consulting. Accreditation and past experience with the Cognitive Edge methodology is also required. The support services require building upon the analysis of the projects already performed regarding strategic learning at NAWC-WD. The vendor is also required to collect data and provide report briefings on-site at the China Lake and Pt. Mugu facility. All solutions shall focus on mission critical efforts including, but not limited to: a) Joint FMS Reprogramming Lab, b) F/A-18 post production readiness, c) Irregular Warfare research and development, d) Cyber security infrastructure and product development, e) Unmanned Air Systems research, development, and deployment. Delivery of these services requires a working knowledge of the NAWC-WD organization, familiarity with the past seven years of investment in LaL, FEI, and collaboration experiments, familiarity with the organization's mission, the systems acquisition process and lifecycle, and the integrated product team and competency aligned organizational construct. The Contractor's key personnel shall have advanced degrees in human and organizational systems or equivalent fields. The Contractor shall have experience in narrative data collection and research in organizational settings. The Contractor shall have a working knowledge of LaL methods, emerging trends in complexity theory, and social constructionist perspectives on organizations and change. Any firms believing that they can provide the materials may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the materials without causing programmatic hardship.
