- The US Army Contracting Command- Redstone intends to award a sole source Cost-Plus-Fixed-Fee contract to Lockheed Martin Aculight, Bothell, WA for engineering services to deliver a 60 kilowatt ruggedized RELI laser module configured for integration with the High Energy Laser Mobile Demonstrator (HEL MD) platform. This item absorbs and leverages the knowledge, experience base, and products of USASMDC/ARSTRAT Robust Electric Laser Initiative contract W9113M-10-C-0034. The 60 kilowatt ruggedized laser will be based on the 25 kilowatt RELI laser developed under CLIN 4 of the current LMA RELI contract. The new contract effort consists of fabrication and integration of additional RELI 2 kilowatt fiber laser modules (FLMs) identical to those required for the RELI 25 kW laboratory laser, to reach 60 kilowatts output power. In addition, the RELI beam combining fiber array (FA) and spectral beam combiner (SBC) must be characterized for the higher thermal loading imposed by the increased power. The 60 kilowatt laser deliverable will directly support integration into HEL MD to support an integrated demonstration. This effort will be awarded as a Cost-Plus Fixed-Fee. The estimated total value of the work to be performed under the new sole-source contract is $23,774,884 and the period of performance will be 36 months. The authority permitting other than full and open competition is 10 U.S.C. 2304(c) (1) as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition is not open to foreign firms. The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent to negotiate a sole source effort is not a request for competitive proposals. A determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the government. All responsible sources may submit a response which will be considered. This is NOT a formal notice of solicitation.
