MODIFICATION NOTICE:Bids are being solicited under solicitation number 2013-Q-16124. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation is issued as an invitation for bids (IFB), unless otherwise indicated herein.If your company can provide the product/services listed on the solicitation and comply with all of the solicitation instructions, please respond to this notice. To view the specifications, please go to www.FedBid.com and reference Buy No. 535529_02. GSA Schedule Bids Only: Sellers bidding on this opportunity MUST have the items requested on an existing GSA Schedule. The Schedule must either be in the Seller's name or the Seller must be able to document its ability to act as an agent of a partner's Schedule. Sellers must not bid more than their applicable contract ceiling price, excluding the FedBid Fee, for contract-specific items. If FedBid receives notice that, due to inclusion of the FedBid Fee, the Selected Bid's line item pricing is higher than the Selected Seller's applicable published government contract pricing, the FedBid Fee will be reduced to ensure the Selected Bid's line item pricing does not exceed the Selected Seller's applicable contract pricing. Sellers may offer Open Market items only in accordance with the approved Terms and Conditions of their respective GSA Schedule AND upon approval from the soliciting Contracting Officer. This requirement is a [ Small Business ] set-aside and only qualified sellers may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-08-30 17:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Chamblee, GA 30341 The Centers for Disease Control & Prevention requires the following items, Meet or Exceed, to the following: LI 001: Please see attached RFQ for detailed Statement of Work, 1, EA; LI 002: INTERESTED SELLER QUESTIONS: 1. Are consultants required to work on site at CDC everyday? ANSWER: No If not, what is the expectation for how much time consultants will need to be onsite per week? ANSWER: As needed and will vary with the assignment but should not be significant. 2. What is the CDC's budget for this project? ANSWER: This information is proprietary. 3. Approximately how many different CDC programs and offices will the consultants be providing input to? Is the Office of the Director one of the offices that consultants will be working in? ANSWER: We are anticipating that there will be three consultants. Each consultant will have a pool of about 240 hours. These will be used for short consults (20-30 hours each) with programs. So likely to work with 7-10 different programs ? could be in OD, most will not be. 4. Will consultants be expected to implement recommendations during the period of performance (12 months)? ANSWER:No 5. Is this contract a firm fixed price (FFP) or Time and Materials (T&M) (or labor hours)? ANSWER: Labor hours 6. Will travel be allowed and paid for by the Government? ANSWER: No 7. Is this a full-time position of 1980 hours ? ANSWER: Expectations are that 3 consultants would work 240 hours each or 720 hours total., 1, EA; LI 003: INTERESTED SELLER QUESTIONS: 8. Is this a new or follow on contract? If follow on, please let us know the contract number and incumbent name. ANSWER: New requirement. 9. Please explain what the difference is between Item 0001 and 0002 as shown above. What effort does the government consider included in a ?job?? What does the government consider ?each?? Perhaps 0002 is for labor hours and 0001 is for reports, management oversight, etc.? Please clarify. (I assume that you are looking for a single consultant to perform the tasks in the statement of work and will answer accordingly unless you have a different idea of what should happen). ANSWER: There will be 3 consultants, each working 240 hours. The clins will likely be clarified in the final award. The expectation is that interested sellers will submit proposals that illustrate how they will complete the required services in the statement of work. 10. How much of the work will rely upon the consultant proving subject matter expertise in CDC programs vs reliance upon coaching and facilitation skills? ANSWER: Programs seek consultant expertise in planning, evaluation and performance measurement. Facilitation of meetings is one way the relationship happens. While expertise in the subject matter area of the program is not essential, it is helpful and may affect which consultant is assigned to which assignments. 11. Since this is a non-personal services contract, please confirm that the consultant(s) will not need to be present in Atlanta for all work being performed. ANSWER: Consultants will not need to be present in Atlanta for all work being performed. 12. The solicitation contains the following language: ?Activities will vary with the specific needs of the programs receiving consultations, but in general will include: convening and facilitating team meetings on these issues, attendance at relevant team and leadership meetings, ad-hoc consultation on key issues and review of both summary processes and select key documents; formulating of and coaching on potential solutions to identified gaps and problems. Advice will be provided to senior leadership teams in oral and/or written form? QUESTION: Approximately how many face-to-face meetings does the government desire to have with the consultant(s) present? ANSWER: Will vary by the assignment and some meetings can be virtual. In general would expect 2-3 meetings per assigned project. 13. What access to technology will the CDC personnel that the consultant will be working with have? Specific interest in video conferencing, webinars, conference lines and virtual meeting and facilitation tools. ANSWER: The general nature of these assignments is not likely to require this technology, these assignments will be primarily offering help and expertise in-person or virtually, however, programs can probably arrange access to CDC technology like live meeting where needed., 1, EA; LI 004: INTERESTED SELLER QUESTIONS 1) What CDC offices/ divisions will be using the services requested in this project? ANSWER: At this point, we don?t know, but anticipate working with 7-10 different programs. 2) Will a person from the OADPG be assigned and dedicated to work with the contractor throughout this project? ANSWER: Yes 3) What is GPRA? ANSWER: GPRA is the Government Performance and Results Act of 1993, 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Centers for Disease Control & Prevention intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Centers for Disease Control & Prevention is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids.All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Sellers that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. GSA schedule orders may include "open market" items, i.e., items not on the awardee's list of GSA schedule items, only in compliance with FAR 8.402(f). Offerors should verify in writing which items are listed on their GSA schedule contracts and which items are "open market" items. For an offer to qualify as an offer based on a GSA schedule contract, the value of "open market" items included in the offer may not exceed the applicable micro-purchase threshold as defined in FAR 2.101. In order to notate which items are open market, in accordance with FAR 8.402(f)(3), Seller must write "open market" in the Line Item Description for any item not currently active on the cited contract, or list in the Seller Bid Description field all open market line numbers (e.g. "Open Market Items: Lines 1, 2, 3.") A) The offeror shall provide the government, with its offer submission, written verification from the GSA schedule holder that an agreement exists that validates the offeror's right to offer the GSA schedule items on behalf of the GSA schedule holder, if other than the offeror; and, B) By proactively complying with this offer term, sellers accept that the government will make award to the GSA schedule holder only, as the sole awardee. Further, the sole awardee and only the sole awardee shall submit its invoice to the government and receive payment from the government.
