- The AFTC/PZIOAA, Operational Contracting Office, Eglin AFB, FL, intends to solicit and award a sole source firm-fixed price contract for the use of EXISTING fiber optic cable consisting of 36 strands of dark fiber to connect building 44 on Eglin AFB to building 4545 on the 7th Special Forces Group (7th SFG(A)) Compound under the authority of FAR 6.302-1, to the County of Okaloosa, 1804 Lewis Turner BLVD #100, Fort Walton Beach, FL 32547. Okaloosa County owns and maintains the only other fiber distribution system at the 7th SFG location to satisfy the government's requirements for dual path diversity. Eglin AFB fiber resources in the area provide the primary path for all 7th SFG(A) Network services. No other fiber source is currently available that can be used to meet these requirements and bring service through a completely diverse path from existing Eglin owned service fiber other than Okaloosa County owned fiber. In accordance with FAR 6.302-1, there is only one source uniquely capable and qualified to satisfy the requirements above and is the owner of the alternate fiber systems already in place. Anticipated award date is 26 September 2013. This requirement is for: CLIN 0001: Provide approximately 25 miles of existing high quality 36 strand SM Corning fiber between PB 5270 being the Demarc at Eglin AFB and PB 9406 being the Demarc at the 7th SFG(A) Compound, for Eglin AFB exclusive right to use of Optical Fiber. Install, splice, terminate and test 36 strand Corning SM Fiber from PB 9406 to Building 4545 on to 7th SFG(A) Compound in existing military provided conduit system. Splice 36 strands of county fiber to strands of existing military provided fiber at PB 5270 and terminate and test all strands at building 44 on Eglin AFB. Test all strands between building 4545 (7th SFG(A) Compound) and Building 44 (Eglin AFB). All work and requirements shall be in accordance with the attached Statement of Objectives dated 7 August 2013. QTY: 1 LOT CLIN 0002: 20 year warrantee including operating maintenance for fiber related activities between the Demarcs (PB9406 and PB5720). This includes exclusive rights to use for the 20 year period. All work and requirements shall be in accordance with the attached Statement of Objectives dated 7 August 2013. QTY: 1 EA This is in support of: 7th SFG(A) through 96th CS, Eglin AFB, FL 32542. The North American Industry Classification System (NAICS) for this acquisition is 238210 small business size standard: $14.0M. Interested parties may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals/quotes. However, the government will consider all responses received within 15 days of publication. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
