- RFQ NB683020-13-06180 The Department of Commerce, National Institute of Standards and Technology (NIST), Physical Measurement Laboratory (PML) has a requirement for a Phosphine gas delivery system, safety cabinet, and purge panel. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a request for quotation. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-69. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516- Analytical Laboratory Instrument Manufacturing. This is an unrestricted competition and all responsible offerors may submit a quotation. 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to eric.bubar@nist.gov. Questions should be received no later than 7 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision) BACKGROUND The NIST Semiconductor and Dimensional Metrology Division (SDMD) provides leadership in conducting research in the areas of dimensional, nanometer-scale, surface, and acoustic pressure metrology; accelerometry; silicon Complementary Metal-Oxide Semiconductor (CMOS) technology; MicroElectroMechanical Systems (MEMS); power electronics; nanoelectronics; and flexible/printed electronics. SDMD is implementing the capability for phosphorus doping of Si(100) surfaces with atomic scale control using the omicron UHV STM. The SDMD is seeking to install a fully automated ultra-high purity phosphine gas delivery system with a safety cabinet, purge panel with a remote control center. The proposed gas source is a sub atmospheric SDS gas tank (PDS JY PH3) from ATMI Inc. NIST is committed to carrying out its mission effectively and efficiently while protecting the worker, the public, and the environment and complying with applicable laws and regulations. Phosphine is a colorless, flammable, toxic gas. The Immediately Dangerous to Life or Health level is 50 ppm. Hence, the phosphine gas delivery system must be safe for routine operation and maintenance.
