Description
VA249-13-R-1155 Sources Sought Synopsis: This notice serves as a Sources Sought Notice seeking information from companies that maybe capable of providing maintenance and repair services to an existing Building Management Computer System (BMCS) and the automated control systems that are controlled by it. This system is located in the Tennessee Valley Health Care System (TVHS) at the Nashville campus at 1310 24th Ave South, Nashville, TN 37212. The current front end software for the BMCS is the Honeywell EBI computer system. This is an open source system that is capable of using open source communication protocols such as LON, BACNET, and MODBUS. Some of the equipment currently connected to the BMCS uses CBUS communication, which is a proprietary Honeywell communication system. The system monitors and controls air handling units, chillers, exhaust fans, isolation rooms, refrigeration equipment etc.. throughout the hospital. The contractor should have experience in energy saving strategies and assist the VA hospital in ensuring that its systems are operating in the most efficient manner per industry standards. The contractor shall provide all personnel, equipment, tools, materials, supervision, parts, and other items to maintain the system. The contractor should be able to perform routine maintenance and calibration per manufacturer's specification and recommendations. The contractor must be able to respond to emergency calls within a 2 hour time frame and provide an online system for regular work orders for problems noted by VA personnel and respond to those non-emergency issues within 48 hours. This Sources Sought is an advance notice for information and planning purposes and is not a solicitation. A determination by the Government not to compete this on an open basis, based upon the responses to this notice, is solely within the description of the government. Oral communications are not acceptable in response to this notice. Sources Sought shall include in their information, a detailed capability statement stating their experience in providing the same or similar work described in this notice and their capability to work with the existing system and front end or to provide a front end that can communicate with all the equipment on the system. The contractor should also include a point of contact with phone number and email address, company name, business status (NAICS 561621), business size, and a positive statement of interest to submit a proposal. This request for information is not a commercial solicitation and the Government will not pay for any information submitted, or for any costs associated with providing the information.
