- List of Items This is the synopsis of the Naval Supply System Command Weapons System Support (NAVSUP WSS Philadelphia) requirement for the H60 Tip to Tail Performance Based Logistics (PBL) contract. NAVSUP WSS- Phila will solicit to replace the expiring PBL contract N00383-11-D-003F. The PBL will provide logistics support for approximately one thousand six hundred and fifty three (1653) Weapon Replaceable Assemblies (WRAs)/Shop Replaceable Assemblies (SRAs) for a period of performance of 5 base years. The Navy helicopters supported by this program are the SH-60B, SH-60F, HH-60H, MH-60R and MH-60S. The program includes support of the Coast Guard (HH-60J, MH-60T) and all Navy Foreign Military Sales (FMS) customers: Australia, Brazil, Spain, Thailand, Turkey and Taiwan. The scope of this effort will encompass the repair, modification, overhaul, and replacement of hardware, including manufacturing of new material, as well as storage, requisition processing, obsolescence management and availability/reliability improvement. The only known source to possess full repair, manufacturing and software integration capability is Maritime Helicopter Support Company (MHSCo) in Trevose, Pa. Complete data, production drawings (Level 3) and the rights to the same which are required to support performance of this type of contract by any other source are not available from the Government. The estimated dollar value for the 5-year contract is $1B. The contract will cover Navy H-60 Seahawk weapon system and the MH-60 Avionics suite. The contract will cover the Common Cockpit Data Handling suite; Electronic Support Measures Receiver Processor; Software Defined Sonobuoy Receiver and Tech Insert Acoustic Processor in support of acoustics processing; Armament Control Indicator; Emergency Jettison Panel is support of stores management; airframe and various other systems. The top five cost drivers by NIIN are: 015523522 - Main Rotor Head 011589679 - Main Rotor Blade 013470735 - Vibration Dampener 011589678 - Main Rotor Blade 016126057 - Receiver Processor (ESM-RP) 014832443 - Tail Gearbox 012212615 - Swashplate Assy 016036319 - Smart Display 015984824 - Inertial Navigation (EGI) 015982102 - Audio Management Computer (AMC) The Contractor's performance under this contract will also include utilizing a Government/Navy-approved FRCs Southeast and Southwest repair facilities through a public/private partnership (e.g. via Commercial Services Agreement), which utilization shall result in maintaining Government "CORE" capability in accordance with Title 10 of the U.S. Code (e.g. 10 U.S.C. 2464) and DoD/Navy regulations. In such utilization the Contractor shall be entirely responsible for the performance of such repair facility as if it were a private sector subcontractor. The proposed contact action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive proposals. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.
