- INTENT TO SOLE SOURCE On behalf of the OFR, the Bureau of Public Debt intends to make a sole souce award to Equilar, 1100 Marshall Street, Redwood City, CA 94063 for the purchase of Equilar Insight's Executive Compensation Data. The OFR requires historical and current executive compensation data for firm management (i.e., CEO's and other named executive officers). The Equilar Insight's executive compensation data contains the following proprietary information and is the only vendor that will satisfy all of the agency requirements: 1. Equilar Insight provides a subscription to its searchable database and reporting tool of SEC public filing executive pay data for the top 5,000 publicly traded companies. Unlike other vendors, this database is not only updated daily and contains up-to the minute information taken from SEC filings on changes in base salaries, target bonuses, and long term incentive awards (cash and stock awards), but also has the ability to track the value of option awards through time. The tool includes functionality to develop summary statistics and comparisons based on ad hoc peer groups of companies filtered by industry, scope and other relevant criteria available from a menu of options included in the query and reporting tool. 2. Historical Data-Database contains information on companies going back prior to 2003. Other vendors are not able to provide the specificity and breadth of data along with the history of data required. Period of Performance: Executive compensation data is needed from date of award through four one- year option periods. NO SOLICITATION IS AVAILABLE. A request for more informaiton will not be considered a response to this special notice. Telephone responses or inquiries to this special notice will not be accepted. If any firm believes it can provide the data listed above, they shall submit substantiating documentation in writing to L. Stanley @ psb3@bpd.treas.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. BPD will consider written responses by the closing date and time listed above. Responses must include sufficient evidence that clearly shows the vendor is capable of providing the requested data. If no written response is received that clearly demonstrates an abililty to provide the required data, award will be made to Equilar. Responses must also include the following: 1. The name and location of your company, contact information, and identify your socio economic category, (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HubZone, etc.). Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. 2. Whether your services are available through a Government contract vehicle or Open Market. 3. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provides these products/services for. 4. DUNS Number. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:.bat,.cmd,.com,.exe,.pif,.rar,.scr,.vbs,.hta,.cpl, and.zip files. Microsoft Office compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice.
