Description
Questions for Responders DD254 Request for Information The Naval Sea System Command (NAVSEA) intends to issue a Full and Open Competitive solicitation for the development and production of the INSR ISM. The resultant contract will include one year of development through Preliminary Design Review. The contract will also include options to continue through Critical Design Review, options to provide Engineering Services, options for Low Rate Initial Production, and options for up to two (2) years of production. A contract will be awarded to the offeror that represents the best value to the Government. The award is anticipated in the 1 st quarter of FY 2015. The final RFP is expected to be issued by December 2013. NAVSEA is requesting industry provide feedback on the ability to meet the key requirements and schedules as defined in this Request for Information (RFI). All interested parties should address the Government supplied questions contained in part 4, Questions for Responders. Responses to part 4 will not be publically posted. A RFI library containing Government Furnished Information (GFI) has been established by PEO IWS 6.0. Copies are available to eligible parties to review. Requests for a copy of the RFI Library shall be emailed to Mr. Adam Bouffard, Contract Specialist, 202-781-5117, adam.bouffard@navy.mil with a copy to Ms. Kathryn Triplin, Contract Specialist, kathryn.triplin@navy.mil and Richard Steffey, Richard.steffey@navy.mil. The Government will accept questions requesting clarification of the information contained in the RFI. Queries shall be submitted by email to the Contract Specialists above. All responder questions and comments must be submitted directly to the Contract Specialists and should be received NLT 23 September 2013. Only questions transmitted electronically to NAVSEA Contracts shall receive a response. Government responses will be posted to this solicitation notice on FedBizOpps. This is not a RFP. This notice shall not be construed as a promise to contract or a commitment of any kind. This information is subject to modification and in no way binds the Government to award a contract. IMPORTANT INFORMATION FOR PROSPECTIVE OFFERORS: Registration in the DOD Central Contractor Registration (CCR) database will be a prerequisite for receiving an award.
