Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued in accordance with FAR Part 12 and evaluated in accordance with FAR Part 13. This acquisition is being conducted in accordance with FAR 13.5, Test Program for Certain Commercial Items. The Southern Regional Contracting Office (SRCO), Fort Hood, Texas, has a requirement for Air Quality Testing/Analytical Support for the Industrial Hygiene Department at Carl R. Darnall Army Medical Center, Fort Hood, TX. This announcement constitutes the only solicitation; proposals are being requested. The solicitation number for these requirements is W81K00-13-T-0126. The solicitation is issued as a request for proposals (RFP). This acquisition is subject to the availability of FY14 appropriations. The requirements consist of the following: A list of contract line items number(s) (CLINS) and items, quantities and units of measure, including options CLINS is available on the attachment entitled quote mark Pricing Schedule quote mark. A copy of the Performance Work Statement (PWS) is available on the attachment entitled quote mark PWS quote mark. Base Year beginning 01 Oct 13 to 30 Sep 14 for Non-Personal Analytical Support (Air Quality Testing) for Carl R. Darnall Army Medical Center, Fort Hood, Texas. Contractor shall provide all necessary labor, parts, materials, and equipment for laboratory analytical support for the Department of Industrial hygiene and four (4) one (1) year options, including Contractor Manpower Reporting Requirements, IAW the attached PWS and Pricing Schedule. Please see attached. SRCO anticipates a FFP contract and intends to make one award for the aggregate of the requirement resulting from this solicitation. The resulting contract will be for one base year with a period of performance beginning 01 Oct 13 through 30 Sep 14, plus 4 one-year option years (01 Oct 14 through 30 Sep 18, respectively). IAW FAR Part 17, all option year pricing associated with FAR Clause 52.217-8 and 52.217-9 will be evaluated at the time of award. Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the total price for all options to the total price of the basic requirement for evaluation purposes. The evaluation of option pricing shall not obligate the Government to the exercise of the options. The associated North American Industry Classification System (NAICS) code for this requirement is 541380 - quote mark Testing Laboratories. The Small Business size standard for this requirement is $14,000,000.00. The associated Product Service Code (PSC) for this requirement is B502 - quote mark Air Quality Analysis quote mark. The Standard Industry Classification (SIC) code is 8734 - quote mark Testing Laboratories quote mark. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-69. This combined synopsis/solicitation incorporates one or more clauses and provisions by reference with the same force and effect as if they were stated in full text. The following instructions are provided to industry: 1.Technical Acceptability: In order for a proposal to be deemed technically acceptable, the offeror must provide and/or substantiate the following requirements in their offer: a.Laboratory shall be accredited by the American Industrial Hygiene Association (AIHA). b. Laboratory must be a participant in the AIHA Environmental Microbiology Laboratory Accreditation Program (EMLAP) testing program. c. Contractor shall provide current accreditation certificates and renewals. d. The provision 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and offerors shall include a completed copy of the provision with its offer, OR indicate in the proposal that the offeror's applicable Reps and Certs are up to date in the System for Award Management (SAM) system at https://www.sam.gov. e. Past Performance: Offeror shall submit two references utilizing the Past Performance Questionnaires attached herein to include the POC name and telephone number for services of similar size and complexity. 3. Pricing: Offeror shall submit pricing in accordance with the attached Pricing Schedule, including pricing for all option years, to be considered for an award. FAR Provision 52.212-2 applies to this acquisition. The Government anticipates the award of a FFP contract resulting from the solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. The Government also reserves the right to utilize internal and external resources to research offerors' past performance history, including, but not limited to the Excluded Parties Listing System (EPLS), the Past Performance Information Retrieval System (PPIRS), and the Department of Defense Termination List. 3.Price. Technical Acceptability and Past Performance, when combined, are significantly more important than price. The Government intends to award a contract resulting from this solicitation to the responsible offeror, whose offer, conforming to this solicitation, is the Lowest Priced, Technically Acceptable (LPTA) Offer. The following FAR Clauses are provided in full text: 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999) The Government may require continued performance of any services within the limits and at the rates specified in contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor not less than 15 calendar days prior to the contract expiration date.(End of clause) 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor not less than 15 calendar days prior to contract expiration; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 calendar days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 66 months.
