Description
This is a SOURCES SOUGHT NOTICE for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described below. Potential offerors are invited to provide feedback via e-mail to Dean Umathum at dean.umathum@va.gov. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. The intended contract period is a one-year base period plus (4) four one-year option periods. Potential contractors shall provide, at a minimum, the following information to Dean Umathum at Dean.Umathum@va.gov. 1) Company name, address, point of contact name, phone number, e-mail address, and DUNS. 2) Is your firm eligible for participation in one of the following small business programs? (i.e., problems or any other issues experienced with similar contracts). Include comments on the Draft SOW. 5) How is the service, as described in the draft SOW typically priced? How could it be priced for a Government contract? 6) Provide a brief capability statement (Max 2 pages) with enough information to determine if your company can meet the requirement. The Capabilities Statement for this sources sought is not expected to be a Request for Quotations, Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company's ability to provide the services outlined in the draft SOW below. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business (SB) Community or to conduct as an Unrestricted Procurement. Other than small businesses may respond to this notice in the event the market does not indicate SB interest. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation. The DRAFT Statement of Work follows. Thank you for your participation. STATEMENT OF WORK (SOW) as of 08/13/2013 1. Contract Title. Medical Gas Testing 2. Background. Reasons why this effort is required. Describe any parallel efforts to current contracts or any prior contracts, procurements, task orders, other agency activities and/or industry efforts. State if the requested work relates to work already accomplished or ongoing through other vehicles Why is this contract required? Driven by policy, change in process, improvement or re-direction of mission? Do not discuss any work tasks here. 3. Scope. The contractor shall perform a complete annual medical gas testing and inspection of the medical oxygen and piping, medical airs, nitrous oxide, vacuum and dental systems at the Puget Sound Health Care System facilities. 4. Specific Tasks. 4.1 The contractor shall provide testing of all available medical gas outlets, zone valves, area/local alarms, master alarms, and all source equipment such as medical air compressors, instrument air compressors, medical vacuum pumps, three bulk oxygen sites, 2 nitrous oxide manifold, and nitrogen manifolds at the Puget Sound Health Care System. 4.2 All testing and inspection shall meet the Nation Fire Protection Association (NFPA) 2012 chapter 5, medical gas and vacuum systems, and VA environment of care standard, EC.02.05.09 5. Performance Monitoring The tasks are well defined and can, therefore, be easily monitored by the Government point of contact (POC), who shall represent the Government for this process. Contractor performance will be monitored and the work certified by the POC. The POC will assure contractor quality by routine inspections, product sampling, and monitoring of work while work is being performed. 6. Security Requirements The contractor employees shall not have access to VA sensitive or computer information and will not require routine access to VA Facilities. The contractor employees shall intermittent access only and will be escorted by VA employees while at VA Facilities. No background investigation is required 7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). Identify any GFE and/or GFI, and any limitations that will be provided to the contractor. For GFE, provide serial numbers and all identifying information. (Note: If GFE is a sizable list, indicate for example, "50 PC Pentium IVs," and state that serial numbers will be provided at contract award, along with location and delivery method.) For GFI, list by document number and title, date, etc. Include standards, specifications, and other reference material required to perform the contract. Include any facilities the Government may need to provide to contractor personnel for project performance ) 8. Other Pertinent Information or Special Considerations. Work at the American Lake campus shall include buildings 81, 200, and 85. Work at the Seattle campus shall include building 100 which have 525 beds and 8 operating rooms. 9. Place of Performance. Period of Performance. In this section identify the required start date for your services and the end date. Include the number of option periods you wish to add (normally years). Hint: You can only have a base plus four, that's the maximum. Normally services will run to the last date of the fiscal year and the next option year will pick up on 01 OCT. It is important to make the performance start date realistic. See the acquisition horizons to get an estimate of how long it will take to plan, solicit and award a contract. 11. Delivery Schedule. Describe the items to be delivered throughout the period of performance and at completion of the contract, if applicable.
