Description
NASA/MSFC has a requirement for a wide range of human capital support services to various NASA/MSFC programs and projects. Currently, OHC supports Center management, major space programs as well as smaller programs and projects, Center staff offices, and Center directorates which conduct engineering and scientific research, space hardware and software, development, and operations in space exploration. The OHC organization must understand the direction of the Agency and the Center, anticipate Center needs and requirements, and be responsive, prompt, and effective in providing its day-to-day products and services. OHC customers and partners are managers, Center employees, NASA Headquarters and other NASA Centers, other Government agencies, academia, and industry. This action will allow NASA/MSFC to continue receiving human capital support services from Will Technology, without disruption and at the appropriate levels, throughout the Center and through the upcoming Center reorganization. These services are required to meet the Agencys needs. <p> NASA/MSFC intends to purchase the items from Will Technology. Competition is impractical, at this time, for the following reasons: <p> 1. The OHC follow-on contract has not yet been awarded; therefore the transition of this effort has not been completed.In order to continue this effort without disruption an extension is required to continue the support under this contract. <p> 2. This procurement is a follow-on requirement to maintain Office of Human Capital (OHC) Support Services expertise in supporting the Center and MSFC organizations, programs and projects. Due to changes in Agency and Center programs the Center requires a high commitment of the OHC personnel as well as the OHCs support contractor, WILL Technology, Inc (WTI). With budgetary constraints as well as changes in the Centers programs, there is uncertainty about the magnitude of the impact on the OHC requirements. This procurement is for the continuation of effort currently provided by WILL Technology, Inc (WTI) to the Center. <p> Will Technology is a Woman-Owned, Small-Disadvantaged business and has performed exceptionally well in supporting the OHC not only with the reorganization activities thus far, but with Strategic Workforce Planning, Academic Affairs, Training and Incentives, and Employee and Operations Services as required by the contract. Due to the expertise already available and the time spent by Will Technology in assisting the OHC in the Centers reorganization, as well as providing exceptional support for the overall contract requirements, it is recommended that the Center extend the OHC support services contract with Will Technology Inc. <p> The Government does not intend to acquire a commercial item using FAR Part 12. <p> Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 10, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Due to the specialized nature of this requirement, there are no known actions which the agency may take to remove or overcome barriers to competition before any subsequent acquisition for the services required. <p> Oral communications are not acceptable in response to this notice. <p> All responsible sources may submit an offer which shall be considered by the agency. <p> NASA Clause 1852.215-84, Ombudsman, is applicable.
