Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. In accordance with Federal Acquisition Regulation (FAR) 10.002(b)(2)(i) this notice is issued for the purpose of market research. Market research is being conducted to determine if there are potential SMALL BUSINESSES with the capabilities and experience to perform the required work. THIS NOTICE IS NOT AN INVITATION FOR BIDS (IFB). THE IFB RESULTING FROM THIS SOURCES SOUGHT NOTICE WILL BE ISSUED SEPARATELY AND ADVERTISED ON THE Federal Business Opportunities Website (https://www.fbo.gov). The information received will be used to determine whether to issue the proposed solicitation as a competitive set-aside or full and open competition (unrestricted). The extent of the work will be described in the solicitation which will follow at a later date. PROJECT INFORMATION: The U.S. Department of Labor (DOL), Office of Job Corps, seeks the services of a qualified small business general contractor (GC) to provide construction services for a phased renovation project for the Main Building (Building No. 1) at the South Bronx Job Corps Center in Bronx, New York. This design-bid-build major renovations project involves construction services for phased renovation work. The contract duration is estimated at 450 calendar days. The GC must demonstrate their experience and capabilities not only in similar work as described below, but also in preparing schedule of values (SOV) and construction schedules which include phasing in conjunction with the contract documents (drawings, specifications, etc.). Phasing for this project will take place either by floor or by vertical sections of the building encompassing both floors. At the beginning of the project and prior to approval of the SOV and schedule, the Contractor and representatives of the major subcontractors will meet with the Architect- Engineer and Owner to determine logistics and sequencing of work for each phase of construction. More information concerning phasing will be addressed within the solicitation. The work consists of multiple components: mechanical/plumbing, electrical and architectural upgrades throughout the building. The mechanical/plumbing component comprises the installation of new HVAC system(s) throughout the building. The electrical component consists of upgrades to the building's power supply to support the new mechanical/plumbing systems. The architectural component consists of historical restoration of the building's exterior stone envelope and roofs, such as to render it weather-tight, as well as interior upgrades to finishes and restrooms. Building 1 has been listed as a Historic Landmark by the New York City Landmark Preservation Commission. Therefore, all work to be carried out on the exterior of the building is to be executed with due regard for its historical character and significance. Detailed description of the work including but not limited to: 1. Cleaning of all existing brick and stone masonry that is not to be removed. 2. Removal of sections of existing brick and stone as noted on the drawings and replacement with new brick and stone to match original in size, texture and color 3. Repointing of existing brick and stone that is to remain in place. 4. Removal and reattachment of decorative stone elements as noted on the drawings. 5. Replacement of original stone elements that are broken and cannot be salvaged for reuse with new elements to match the original ones. 6. Replacement of existing steel lintels as indicated on the drawings including installation of new flashing as shown on the drawings. 7. Replacement of existing asphalt shingle roofing material including flashing and internal gutters with new synthetic composite "slate" roofing material on top of new rigid insulation together with new flashing and new gutter surfaces to form a weather and water tight envelope. 8. Replacement of existing built up roofing material and flashing on flat roofs with installation of new thermoplastic single ply roofing membrane complete with new flashing. 9. Removal of existing downspouts and replacement with new copper downspouts of size and shape to pass through existing openings in stone cornice as per the original downspouts. 10. Removal of existing aluminum frames windows and glass block windows and replacement with new aluminum framed windows. 11. Stabilization of existing chimney stacks 12. Selective modifications to interior spaces as shown on the drawings. 13. Removal of existing ceilings and replacement with new acoustical tile ceilings. 14. Removal of existing heating system and replacement with new heating, ventilation and air conditioning system as shown on the drawings. 15. Upgrade and/or replacement of existing electrical service and equipment to accommodate new mechanical systems. WHO MAY RESPOND: Interest in this Sources Sought announcement is open to certified small business contractors, relative to the primary NAICS code 236220 with a Small Business Size Standard of $33.5 Million dollars. Following review of the responses to this notice, and if the Government still plans to proceed with an acquisition, the Government will develop an acquisition strategy to determine whether the solicitation for this project will be issued as a set aside or as unrestricted competition. General contractors will be required to obtain and/or have the capabilities to provide bonding capacities that can accommodate a project with a magnitude between $5,000,000 and $10,000,000. As specified within FAR 4.1102, all interested small business General Construction firms shall be registered via the System for Award Management (SAM) internet site at https://www.sam.gov/portal/public/SAM/ prior to award. SUBMISSION REQUIREMENTS: All interested general contractors shall include within their Capabilities Statement package the following information concerning their firm, but not limited to: their company's name, business address, telephone number(s), DUNS number, and small business type/status. Capability responses should include: (1) Prime contractor experience on major construction renovations, construction phasing, and management of multiple sub-contractors; and (2) Past experience information on projects with greater than 90% construction complete and/or those projects completed within the last five (5) years which are similar to this project in size, scope, and dollar value. Based on the definitions above, each project submitted within the capabilities statement should include: a. Current percentage of construction complete and/or the date when it was or will be completed. b. Brief scope (description) of the project. c. Size of the project (single or multiple buildings, etc.). d. Dollar value of the project. e. The portion and percentage of work that was self-performed. f.
