INTRODUCTION: THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a non-competitive sole source basis to University of North Carolina at Chapel Hill, 104 Airport Dr., Suite 2200, Chapel Hill, North Carolina 27599 to provide data collection and analysis for an observational study on weight loss and management. BACKGROUND : The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), Social & Behavioral Research Branch have been partnering with the University of North Carolina to examine the feasibility of eating behaviors' assessments, targeting same family members, in a public family reunion sitting. During this study we will investigate eating-related traits or phenotypes (ERT) that might cluster in families and that could explain the difficulties in weight management. This is an observational study with two data collection phases based on protocol HG-0096: the first occurs online about 6-8 weeks prior to participants attending a family reunion; and the second occurs on-site at the family reunion. Data analysis will segregation and cluster analysis of ERTs. We will also use measures to explore the participants' frequency of dieting and weight history and socioeconomic status. Findings gleaned from this study may inform about the eating behavior barriers that might explain weight loss attempts' inefficacy, and give better guidelines to families to help them achieve weight loss in more efficient ways. This is an exploratory effort to examine the feasibility of eating behaviors' assessments, targeting family members, in a public family reunion setting. The objective is to evaluate whether eating-related traits or phenotypes (ERT) cluster within families and whether these phenotypes are associated with reported difficulties in weight management. Overweight/obesity is a significant public health problem that is associated with chronic diseases including heart disease, and diabetes. Rates of overweight are particularly high among African Americans as are the aforementioned chronic diseases. Thus, it will be important to identify innovative approaches to improving the success of weight loss interventions among African Americans. The first step towards this end is to determine whether eating-related phenotypes can be characterized. This effort will involve identifying whether African American families would be willing to complete surveys about their eating habits (Phase 1). The second step would be to recruit families to complete the surveys (Phase 2). Findings gleaned from these efforts may inform about the barriers of adhering to weight loss recommendations and give better guidelines to families to help them achieve weight loss in more efficient ways. Contractor's Requirement : The contractor shall provide administration of Phase I and Phase 2 activities: Phase 1, identification of family reunions and assess level of receptiveness to being surveyed about their eating patterns and Phase 2, developing a system for collecting information about African American's eating patterns. Deliverables : 1 Project Kickoff Meeting, 1 per task order, One week after Task NTP; 2 Project Management Plan, 1 per task order, 10 business days after Kickoff Meeting and weekly updates as needed; 3 Monthly Status Reports, 1 per month for duration of contract, 10th day of each following month; and 4 Final Status Report 1 at the end of the contract Due on the last day of the contract JUSTIFICATION: An observational study of eating-related phenotypes (ERP) that might cluster in African-American families has never been conducted, let alone in the context of a family reunion, based on a literature search. The results of this study will be beneficial to the families and to the scientific community-particularly researchers in the fields of health services and prevention, public health, behavioral research and health policy-as it will provide new insight into family clusters of ERPs, especially the difficulties to adhere to weight loss interventions. The research team is not aware of other research studies that offer similar benefits; no previous research has assessed the feasibility of such a study in the context of a black family reunion, allowing access to almost all family members at the same time. Estimated Period of Performance : 12 Months from Award REGULATORY AUTHORITY: This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION: Industry Classification (NAICS) Code is 541990, All Other Professional, Scientific and Technical Services and the Small Business Size Standard is $14.0M in dollars. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-69 (August 1, 2013). This requirement is under the SAT of $150,000.00. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
