Description
J&A The U. S. Government Accountability Office (GAO) intends to issue a sole source award to National Academy of Public Administration (NAPA), in accordance with the Federal Acquisition Regulation 6.302-5, authorized or required by statute. GAO requires a study addressing the following questions: •· Are good financial and related data [1] (e.g., cost data, forecasts, and analysis) available to senior managers? [2] •· Are the financial and related data being effectively used by senior managers or others within the organization in making decisions? •· What are the current and desired roles of the Chief Financial Officer's (CFO) staff with regard to management's access to and use of good financial and related data? •· If a gap exists, what options are most likely to be helpful in closing that gap? The study will discuss organizational capacity today; that is, the general capacity of CFO staff to apply their financial knowledge to support operational decision-makers as well as senior managers' ability to seek and apply that knowledge. Further, the study is to identify options that would increase the availability and use of financial information by decision makers. The intended contract is for a term of five (5) months (September 30, 2013 through February 28, 2014). Pursuant to 36 U.S.C. sect. 150104, Federal agencies are authorized to request NAPA to "investigate, examine, experiment, and report on any subject of government" provided that NAPA's actual expenses be paid by the requesting agency from appropriations available for that purpose. As such, section 150104 specifically authorizes acquisition to be made through NAPA. See 41 U.S.C. sect. 3304(a)(5); FAR 6.302-5. This notice of intent is for information purposes only. Sources interested in providing this service must respond in writing. Responses must be supported with evidence to clearly articulate the ability to provide services described above. Any response received will be assessed solely for the purpose of determining whether a sole source award is in the best interests of the Government. A request for documentation will not be considered as an affirmative response. Responses to this notice are to be sent to LaVonne Y. Hill; hillL@gao.gov. [1] The primary focus should be on financial information while recognizing that non-financial information is often included in the same systems as financial information (mixed systems) and needed to provide context. For example, financial information may relate to hours worked, types of facility, cost-drivers/objects, or other contextual information. [2] "Senior managers" include agency heads (consider both departmental and operating divisions), heads of support functions such as facilities managers, and program managers.
