- All technical questions regarding this requirement should be directed to Ms. Kelly Gurney at 412-386-4553, e-mail Kelly.Gurney@netl.doe.gov. It is the National Energy Technology Laboratory's (NETL) intent to award a purchase order on a sole source basis to ASPEN TECHNOLOGY INC. This is considered a sole source to ASPEN TECHNOLOGY INC. because the National Energy Technology Laboratory (NETL) in existing contracts with the vendor for over a decade. The software license is only offered by the company and is not available from anyone else or any software reseller. To support modeling and analysis by NETL for fossil energy processes. NETL has developed simulations using the software that can only be run and maintained with this software. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Challenges must demonstrate the capability to provide all of the listed specifications for the item being requested. If no challenges to acquire this item are received by 5:30 PM ET on August 25, 2013, the government reserves the right to execute an award without publishing further notification. Detailed capabilities, proposals and other documents must be submitted no later than the time and date noted above. NOTICE: Vendors are strongly encouraged to submit their Request for Quotation (RFQ SF 18) or proposal(s) via the FEDCONNECT.NET portal at www.fedconnect.net. Request for Quotation (RFQ SF 18) or proposal(s) shall also be accepted via email or fax. Vendors may e-mail their RFQ?s or proposal(s) to the Contract Specialist assigned to this requirement, Mr. Robert Mohn, e-mail address Robert.Mohn@netl.doe.gov and the FAX number is 412-386-5770.
