Description
Notice of Intent to Sole Source NB643060-13-05490 Maintenance of Beamline Data Acquisition, Control Software (XDAC), and Interface To The Beamline Hardware for U-04a, U07a, U-08b, X-23a2, And X-24a Beamlines. The National Institute of Standards and Technology (NIST) intends to award a sole source simplified acquisition to Johnny P. Kirkland, 14 Southgate, Shoreham, NY 11786,under the authority of FAR Subsection 13.106-1(b). NIST operates five beamline laboratories at the National Synchrotron Light Source (NSLS), located at the DOE's Brookhaven National Laboratory. Johnny Kirkland has authored a propitiatory synchrotron beamline data acquisition and control software (XDAC), and interface to the beamline hardware. NIST has utilized the XDAC software on its NSLS based beamlines U-7A, X-23A and X-24A for over 10 years. Additionally, a new area of software functionality has recently been identified: an interface to allow XDAC to rapidly switch control of beamline hardware from internal control to external control by the Large Area Rapid Imaging Analytical Tool. Johnny Kirkland is the only vendor that can accomplish the needed maintenance of beamline data acquisition and control software (XDAC) and interface to the beamline hardware for U-04A, U07A, U-08B, X-23A2, and X-24A beamlines. The XDAC software and control interface is "one of a kind and proprietary" developed and implemented by Johnny Kirkland. Furthermore, software upgrades to proprietary XDAC software and interface to the beamline hardware cannot be accomplished by another software developer.
