- NOTICE OF INTENT TO SOLE SOURCE: The Naval Sea Systems Command (NAVSEA), under the authority of FAR 6.302-1, intends to award a sole source service contract to Aquilent, Inc., of 1100 West Street, Laurel, MD, 20707, for the continued operation, maintenance and enhancement of the SeaPort electronic procurement portal. This portal supports the electronic award of Task Orders and Contracts in support of the Navy and Marine Corps. Aquilent retains proprietary rights, technical data, and software source code to the underlying commercial software. As such, Aquilent is the only firm possessing the technical expertise and background to perform the required modifications, updates and maintenance to the commercial and customized software as well as the other scope of work to be performed. The period of performance will be from date of contract award for twelve months thereafter, with four options for an additional twelve months each. This contract will be awarded pursuant to 10 USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Companies interested in subcontracting opportunities should contact Aquilent, Inc. directly. This notice of intent to award a sole source contract is not a request for competitive proposals. There is no solicitation document. Telephone inquiries will not be accepted regarding this notice. See Numbered Note 22 - The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement."
