- Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NEEB1000-13-00889A is issued as a request for quotation. The synopsis/solicitation constitutes a RFQ and incorporates provisions and clauses in effect through Federal Acquisition Circular No. 2005-69 dated August 1, 2013. This requirement is a small business set aside. The North American Industry Classification System Code (NAICS) is 541519 and the Small Business Size Standard is $25.0M. The National Oceanic and Atmospheric Administration (NOAA) and the National Environmental Satellite, Data, and Information Service (NESDIS), specifically the Office of Satellite and Product Operations (OSPO), requires a qualified vendor to provide OpenVMS Operating System Technical Support per the attached Statement of Work for an existing government-owned HP OpenVMS Operating System. The OSPO computer systems are used to execute custom Telemetry and Command application programs are based upon the OpenVMS and Tru64 operating systems, products of the Hewlett-Packard Company (HP). While the OSPO Systems Branch does maintain a high level of expertise on these systems, there are instances where more detailed knowledge is necessary to resolve unusual operating system and/or VMS Layer Product behaviors and /or problems. The required Period of Performance is 12 months from Date of Award. The resulting purchase order shall be awarded on a firm fixed price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Exceeds the requirement; Good (G) Acceptable meets the requirement; (U) unacceptable - Failure to meet the full requirement. Best value will be evaluated based on the vendor meeting the technical approach and then price.
