- This is notice of intent to award a sole source contract and is not a request for competitive proposals. The Centers for Disease Control and Prevention, Office of Noncommunicable Diseases, Injury and Environmental Health, intends to solicit and enter into a contract with Academy Health of Washington, DC for Medicaid and Vital Statistics Data Linkage and Use Training and Technical Assistance in 10 states. The Government's requirements are: 1) Vendor will conduct project planning conference calls within 30 days of contract award. Planning will involve contacting epidemiologists and maternal and child health staff in selected state Medicaid, Vital Statistics, and Title V offices regarding training needs on data linkage. Planning will also involve understanding the datasets to be linked within each state, i.e., state Medicaid eligibility and claims data, vital statistics data, and MCH program data. Vendor will identify any additional state-based expertise in Medicaid administrative and vital statistics data and maternal and child health outcomes, as necessary. DRH and Vendor will meet via conference calls and in person (projected location is San Antonia, Texas) to discuss variables in the datasets, layout of the data, and methods that can be used to link the various datasets. Vendor shall plan and attend at least one in-person training event for selected state staff. The training will be held in San Antonio, TX or a nearby location to be determined within 180 days after contract award. Vendor shall participate in monthly calls regarding linking of the data, and participate in linkage work groups as needed. 2) Once the appropriate state contacts have been identified, Vendor will provide in-person and web-based trainings to Vital Records, Medicaid, and Title V data personnel to help them: (1) gain the necessary approvals and data sharing agreements (2) link Medicaid administrative data with vital statistics data and (3) use the linked data for surveillance, performance measurement, and quality improvement purposes. Vendor will establish and maintain a web-based platform for retrieval of archived training materials as well as establish and maintain a web-based portal for peer exchange among the data linkage learning community. 3) Once the data linkage and use training has concluded, Vendor will provide technical assistance for a period of 12 months to Vital Records, Medicaid, and Title V data personnel who completed the training. This technical assistance would primarily be for the purposes of completing surveillance, performance measurement, and quality improvement activities initiated during the training program and for the development of sustainability plans, based on the interests of the participating states. Most technical assistance provided by Vendor will occur by phone, email exchange, or webinar. 4) Vendor must have state-level Medicaid data files.The Government intends to solicit, negotiate and award to only one contractor using other than full and open competition procedures pursuant to the authority of USC 2304(c)(1) pursuant to FAR 6.302-1(2)(i), supplies or services needed by the agency are available from only one responsible source and no other type of supplies or services will satisfy the needs of the agency. A determination not to compete this requirement is based on market research and is solely within the discretion of the Government. This announcement is not a request for competitive quotations. Interested parties who feel they possess the capabilities to provide the information described above should submit a capabilities statement demonstrating their ability to David Kelley by email at vrb7@cdc.gov. No solicitation is available and telephone requests for information will not be honored. This notice of intent is not a request for competitive proposals; however, the Government shall consider all responses received within three (3) days of this posting. A determination by the CDC not to compete this proposed contract, based upon responses to this notification, is solely within the discretion of the government.
