- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Office of Acquisitions, Station Support/Simplified Acquisitions Branch, on behalf of the National Institute of Mental Health (NIMH), intends to negotiate and award a contract on a noncompetitive basis to the University of Wisconsin, 21 N. Park Street, Suite 6401, Middleton, WI, 53715-1218, to obtain contractor support services for Brain Imaging Research on Pediatric Anxiety Disorders for the National Institute of Mental Health (NIMH) Intramural Research Program (IRP) in Bethesda, Maryland. The period of performance is one 12-month base year and two 12-month option years. The National Institute of Mental Health (NIMH) requires contractor support services for the completion of an NIMH reliability study that will establish the procedures for a functional magnetic resonance imaging (fMRI) study of pediatric anxiety disorders. Due to the unique qualifications of the Department of Psychiatry at the University of Wisconsin, there are no other organizations that are capable of providing these services. In partnership with the National Institute of Mental Health, the Department of Psychiatry at the University of Wisconsin has already performed the necessary three-year preparation in order to perform these services. The specialized techniques and equipment, specifically the use of the identical MRI scanner at both the University of Wisconsin and NIMH (General Electric MR750 3T Scanner), are unique to only Dr. Ned Kalin and the Department of Psychiatry at the University of Wisconsin. Additionally, the Department of Psychiatry at the University of Wisconsin has already established an existing cadre of patients, methods of recruitment, assessment, and treatment of pediatric anxiety disorders which meets the Government's unique requirement. In summary, there is no other vendor who is capable of performing this work other than the Department of Psychiatry at University of Wisconsin and Dr. Ned Kalin. This acquisition is being conducted using the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
