Description
REQUEST FOR INFORMATION (RFI) VA119-13-I-0099_1 Health Information Management (HIM) Health Record Coding Services The Department of Veteran Affairs (VA), Office of Acquisition Operations, Strategic Acquisition Center (OAO SAC) on behalf of Veterans Health Administration (VHA) is conducting a Request for Information (RFI) in accordance with FAR 15.201(e) to determine the availability and technical capabilities of qualified sources to provide health information management and health record coding and audit services. Specifically the services are to assign appropriate industry standard International Classification of Disease (ICD); Current Procedural Terminology (CPT); and Healthcare Common Procedural Coding System (HCPCS) Level II codes based on health record documentation of outpatient, surgical, and inpatient care provided at or under the auspices of a VHA facility and to conduct coding audits. See the attached DRAFT Performance Work Statement (PWS) for further details. 1.0DESCRIPTION This RFI is for planning purposes only and does not constitute a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. This RFI is part of the continuous process for obtaining the latest information on the commercial status of the industry with respect to their current and near-term abilities. The information provided herein is subject to change and in no way binds the Government to solicit for, or award, a competitive contract nor does it restrict the Government as to the ultimate acquisition approach. It is emphasized that this is a notice solely for planning and informational purposes. 2.0 RFI VENDOR SUBMISSION INSTRUCTIONS Companies are encouraged to respond if they have the capability and capacity to provide the services as outlined in the attached d PWS. Be advised that generic capability statements are not sufficient for effective analysis of respondents' capacity and capability to provide the required services. If your firm has an interest in responding to the requirement described above, please provide the following: A. Corporate Capability Statement - demonstrates capabilities, knowledge and experience related to the services as described in the attached draft PWS. Any significant subcontracting or teaming arrangements that are anticipated for this effort should be addressed. In the event of any subcontracting and teaming arrangement, address the administrative and management structure of such arrangements. Responses should also address the following: 1.Provide a summary of your company's relevant experience in providing the services outlined in the draft PWS. 2.Describe your organization's existing capabilities to provide health information management, health record coding services of similar size, scope and complexity as outlined in the draft PWS. Identify the specific Government agency or Non-Government agency that you are providing similar services. 3.Demonstrate ability to provide a significant increase or decrease of support in reference to the requirements as outlined in the draft PWS. 4.The Government has determined that North American Industry Classification System (NAICS) codes 541219 (Other Accounting Services) and 541211 (Certified Public Accountant) most closely resembles these services and is most appropriate for this requirement. If the Contractor believes another code would be more appropriate, please list the code and justification. 5.The Contractor will provide information that indicates which of the 50 states and United States Territories they can support. 6.Based on your review of the draft PWS, identify by task the number of full-time equivalents (FTE), labor categories and any other relevant pricing components to support tasks as described in the attached draft PWS. 7.Based on your review of the draft PWS, provide comments in reference to any ambiguities that you may have. B. Responses shall be identified with: 1.RFI number, VA119-13-I-0099_1 2.Company's name 3.Mailing address 4.Cage Code, Data Universal Numbering System (DUNS), and Tax ID# 5.Applicable business size 6.Socioeconomic category, if applicable 7.Federal Supply Schedule Contract Number including SIN category, if applicable 8.Business Size and business status 9.E-mail address 10.Telephone and fax numbers 11.Website address (if available), 12.Point of contact having the authority and knowledge to clarify responses with Government representatives. 13.Interested parties shall submit a Corporate Capability Statement not exceeding 15 single-sided, type-written pages using Arial 11-point type or larger. The submission shall be clearly indexed and logically assembled. Any comments in reference to the draft PWS should state the page number, paragraph number, and task number associated with the comment. 14.The page limit does not apply to advertising material such as company brochures and catalogs. If there is any information you deem proprietary, please mark accordingly. SUBMISSIONS ARE DUE no later than September 9, 2013 by 12:00 PM, Eastern Daylight Time. All responses under this RFI shall be emailed to Shirelle.Taliaferro@va.gov. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the OAO/SAC view of the information received. Do not send any material that requires a non-disclosure agreement and identify information that is business sensitive. Responses to this notice will not be returned.
