- The U.S. Geological Survey (USGS), Biological Resources Division, Western Fisheries Research Center, requests award of a non-competitive procurement to Life Technologies Inc., for a ViiA & 384-Well Instrument 7 Real-Time PCR system and an interchangeable 96 Well Block The Government intends to award this requirement noncompetitively IAW FAR 13.106-1(b) (1), to Life Technologies Corporation. This procurement is an upgrade to an existing piece of equipment used for real-time PCR analyses to perform absolute and relative quantification of DNA and RNA targets and to perform allelic discrimination to detect single nucleotide polymorphism. The ViiA7 384-Well PCR system is the only machine that would allow for compatibility with the current centers computer system. Any other system would cause a potential loss of data due to incompatibility among current and future datasets. Lastly note that this system is unique because it is the only known machine system that has the ability to switch blocks (384 to 96 well) and a combination of excitation and emission filters that can discern 21 unique combinations of fluorescent wave lengths. There is no other known source that has a system with the required unique capabilities as explained above.. Other interested concerns having the ability to furnish these services/supplies shall submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Governments only written notice of this procurement. All responsible sources may submit a response which, if timely received, must be considered by the agency. Place of Performance: Seattle, WA This notice and any resulting contract or order conforms to the requirements in place through FAC 05-69 (effective 1 Aug 2013). All questions regarding this procurement shall be in writing, and addressed to Cheryl Fitch at cfitch@usgs.gov no later than 8/28/2013.
