Description
NASA/KSC has a requirement for the following equipment: Endevco 7290E 10g Variable Capacitance Accelerometer Part #: 7290E-R-D-10-30 Quantity: 12 Endevco 7290E 50g Variable Capacitance Accelerometer Part #: 7290E-R-D-50-30 Quantity: 24 Endevco 7290E 100g Variable Capacitance Accelerometer Part #: 7290E-R-D-50-30 Quantity: 24 Endevco 7990 Triaxial Mounting Block Part #: 7990 Quantity: 24 Dynamic Pressure Sensor Part #: Endevco 522M25A Quantity: 4 Sensorex 90 Dual Axis Servo-Inclinometer/Accelerometer Part #: SX41459 Quantity: 4 NASA/KSC intends to purchase the items from Meggitt Incorporated, 14600 Myford Road, Irvine, CA 92606. Competition is impractical as Meggitt is the only source for the purchase of Endevco transducers for use with the Kennedy Space Center Sensor Data Acquisition System (SDAS). The hardware must be physically and electrically compatible with existing hardware. The transducers have passed lengthy qualification requirements in the KSC transducers laboratory and been certified for use in launch testing and launch environments. These transducers are 100% electrically compatible with SDAS front-end signal conditioning amplifiers. The SDAS design incorporates the mounting and installation hardware for these transducers. It would be cost prohibitive qualify other transducers. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 30, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html
