- Description
- Request for Quotation The U.S. Department of Commerce (DOC), National Oceanic Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center, located in Honolulu, HI. intends to issue a fixed price purchase order to coordinate and conduct fisheries monitoring on purse seine and ring net vessels to determine the efficacy of such gear on capture rates of target pelagic and coastal tunas and non-target, or bycatch (discarded) species. Specifically, we seek a contractor to provide logistical support to monitor catches using at-sea observers and port sampling in order to provide a comparison between sampling methods to quantify effort, species composition of catch, bycatch, catch-per-unit effort and size. The Philippines is one of the top fish producing countries in the world. The provisional catch of skipjack, yellowfin and bigeye tuna in 2010 was ~370,000 mt, with the commercial sector (vessels >3 gross tons) comprising ~70% (Barut and Garvilles 2011). The Philippines probably has the largest number of anchored payaos (Fish Aggregating Devices, FADs) deployed in the world; however, there has been concern regarding the sustainability of payao fish catches, potential for growth overfishing, high juvenile tuna exploitation and predation and adverse ecological effects for other species of concern such as fisheries interactions with sharks and sea turtles. To be considered, firms must furnish detailed information concerning their capability to provide service. Such information shall include, at a minimum, name, telephone number and address of concerns for which you have furnished this service previously. Information should provide sufficient detail that demonstrates the firm's knowledge and ability to perform the requirement. This support service is being procured under the guidelines of FAR Part 12, Commercial Items Procedures as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This is a simplified acquisition estimated value not to exceed $150,000.00. The entire solicitation is attached. No further solicitation documents will be issued. Interested parties can obtain a copy of the Request for Quotation from this site. Faxed requests can be sent to 808-983-2900, Attn: Bonnie Oshiro. All questions must be submitted in writing to Bonnie.Oshiro@noaa.gov or faxed to 808-983-2900. Submissions received in response to this notice shall be evaluated based on demonstrated technical ability to successfully provide the required services as stated herein. Interested parties must respond within (12) days after publication of this notice. Faxed responses and/or questions must be in writing and can be sent to 808-983-2900, Attn: Bonnie Oshiro or emailed at Bonnie.Oshiro@noaa.gov. The Government will review each response to determine if the contractor has the experience, knowledge, and capability to perform the services as specified above. Detailed information must be submitted by email to the address noted below by 3:00 PM local (HST) Hawaii Standard Time. Email Address: Bonnie.Oshiro@noaa.gov. Questions of any nature must be addressed in writing as NO TELEPHONE INQUIRIES WILL BE HONORED. The North American Industry Classification Code (NAICS) is 541690 with a size standard of $14 million. The Pacific Islands Fisheries Science Center requires that all contractors doing business with the Acquisition Office must have a valid Dun & Bradstreet Number (DUNS) and be registered in the System for Award Management (SAM) database https://www.sam.gov/portal/public/SAM/, with an active status, to be eligible for award. A DUNs number may be acquired free of charge by contacting Dun & Bradstreet on-line at www.dnb.com/eupdate or by phone at (800) 333-0505. All contractors are required to complete online Representations and Certifications https://www.sam.gov/portal/public/SAM/ to be eligible to receive an award.
