- Description
- This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Request for Quote (RFQ) number is N66604-13-Q-3026. NAICS is 334418. Size standard is 500 employees. This notice of intent is not a request for competitive proposals. NUWC Division Newport intends to award a Firm Fixed Price (FFP) Sole Source contract to GE Intelligent Platform Embedded Systems for the following items: CLIN 0001 QTY 20 PMC Compact Flash Circuit Cards, P/N: PMCF2-431 Required delivery is as follows: CLIN 0001 - No later than 26 weeks after date of contract award. F.O.B. Destination: Naval Station Newport; Newport, RI. The basis for restricting competition is that the PMCF2-431 is the only supported device that meets the Government's interface requirement. Acquisition is time critical to support ongoing efforts related to in-water runs. Any other circuit card board will not be compatible with the current torpedo software and anything else besides the PMCF2-431 would require an extensive weapon software redevelopment plan that would span multiple years and cost the Navy millions of dollars. GE is the sole manufacturer and sole retailer of these cards. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69. The following provisions and clauses apply: FAR 52.212-1 Instructions to Offerors--Commercial Items; FAR 52.212-2 Evaluation-Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important; FAR 52.212-3 (Alt 1), Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions--Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and In accordance with FAR 39.204(d), an exception to Section 508 applies as this requirement does not include EIT or is exempt from 508 requirements. Offers should include price and delivery terms and the following additional information: none required. Offers for other products must contain complete product information and prices. Defense Priorities and Allocations System (DPAS) rating of UNRATED applies. Offers must be submitted to Lisa LaBelle at lisa.labelle@navy.mil. Offers must be received by 2:00 p.m. Eastern Standard Time on 28 Aug 2013. Offers received after this date and time are late and will not be considered for award.
