- Arcata Associates, Inc. has a requirement for 18 each 375CP16, 370-380 MHZ 16 Element LHC Rear Mounted YAGI, 18 each UHF-375 Factory Tuned Phase Cable, 9 each 375-2PRTPD, 370-380 MHZ 2 Port Power Divider, and 9 each 375CP16B, Stacking Frame x 2. Arcata Associates, Inc. intends to purchase the items from M2 Antenna Systems Inc. 4402 N Selland, Fresno, CA 93722 These 375CP16, 370-380 MHz 16 ELEMENT LHC REAR MOUNTED YAGI will be used with our current Enhanced Flight Termination System at DFRC Communications and ATF2. These 375CP16 is a direct form factor replacement for our current mounted antennas 425CP16B, which have a different MHz band. M2 Antenna Systems will build and supply all necessary hardware, and cabling to integrate this system to our current system. M2 Antenna Systems is the only known vendor able to build and deliver this new system. No other source is an option due to the design of this antenna system.This replacement will be provide us with new capabilities to support projects at DFRC, these antennas will be added to a system that is already in place. Buying similar equipment from another source will not allow the us the access to change out antennas as needed and could require extensive costs to implement. Once our NASA customer has decided to replace this system then all requirements will be put into a statement of work and it will be put out for full and open competition to ensure NASA receives the best product at the best prices. This systemreplacement will be extremely costly and with the current status of Government funding it is more cost efficient to stay with the existing system. Arcata Associates, Inc. does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 06, 2013.Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by Arcata Associates, Inc. not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of Arcata Associates, Inc. Oral communications are not acceptable in response to this notice.
