Description

The Department of Education’s, Federal Student Aid (FSA) has developed a requirement for Enterprise Integration Services (EIS) and is seeking to execute a single award Blanket Purchase Agreement (BPA) as a competitive set-aside for Service Disabled Veteran Own Small Business (SDVOSB) under GSA Federal Supply Schedule (FSS) 70. Special Item Numbers (SINs) 874.1 - Integration Consulting Services; 874.6 - Acquisition Management Support; 874.7 - Integrated Business Program Support Services under the General Services Administration’s (GSA’s) Federal Supply Mission Oriented Business Integrated Services (MOBIS) Schedule and SIN 132.51 under the Information Technology (IT) Source 70 Federal Supply Schedule. The overall intent of this effort is to provide EIS support to all business units within FSA which will enable the FSA operating Committee (OC) and Investment Review Board (IRB) to make informed decisions pertaining to the agency’s Enterprise Business and IT Portfolio. Furthermore this effort will assist FSA in avoiding expenses that are not in alignment with the agency’s strategic priorities; bring shadow projects to light as well as provide information which supports other annual processes such as budgeting and capital planning and planning for business and technology decisions. The anticipated technical scope of this prospective effort will consist of six (6) performance service areas as follows: Strategic Planning Services; Enterprise Business Support; Enterprise Technical Support; Capital Planning, Governance and Acquisition Support; Program, Project or Initiative Support and Program Management Support. The prospective BPA, if awarded, will be executed around mid to late September 2013. An initial task order may be issued immediately after BPA award. The specific requirements for the task order will be included as part of the Request for Quote (RFQ). It is anticipated that prospective vendors will be required to submit initial proposal inputs beginning the first week of September 2013, with anticipated follow-on submissions leading up to selection of the successful offeror and award of the BPA. Each prospective vendor must hold GSA Schedule contracts under the Schedules and SINs referenced in Paragraph 1. Each prospective vendor shall be entitled to schedule a four (4) hour appointment, on or before 11 September 2013, to review existing EIS documentation and integration artifacts, if desired. The review WILL NOT be an interactive question and answer session; however minor clarifications may be requested which will be documented. The answers to the clarifications will be subsequently distributed to all competitors. Competitors WILL NOT be allowed to copy or otherwise remove any artifacts reviewed. It is requested that all prospective vendors who intend to compete for this effort notify Roderic Collins, Sr. Contract Specialist, IT Services Team, via e-mail at Roderic.Collins@ed.gov and Mr. Wayne Fleming, Contracting Officer, IT Services Team, at Wayne.Fleming@ed.gov by noon (12:00 pm) on the 26 th of August 2013. The formal RFQ is planned to be released on or about the 29 th of August 2013.
