Description

Instructions to Offerors The Government will award a firm fixed priced contract resulting from this solicitation to the Offeror that represents the lowest price, technically acceptable offer. The following evaluation factors will be evaluated on a pass/fail basis: technical approach and past performance. The contract will be awarded to the lowest priced offeror who submits a technically acceptable proposal and "passes" the past performance evaluation. Offerors shall submit their proposals in three volumes - a technical volume, a past performance volume, and a price volume. I.Technical Volume: The offeror shall provide a 20 page (maximum) technical proposal that addresses how the Performance Work Statement requirements will be accomplished and the proposals will be evaluated on a pass/fail basis based on whether the technical specifications of the solicitation will be met by the offeror's technical proposal. Resumes of key personnel shall also be submitted with the technical volume, and will not be included in the 20 page maximum page limit. Resumes shall be no longer than two pages each. Resumes shall address the section of the PWS titled "14.3. Contractor Personnel Requirements" and a resume shall be provided for each position listed in that section. II. Past Performance Volume: The offeror shall provide a 5 page (maximum) past performance volume that provides descriptions of two or more relevant projects successfully performed within the past three years that are similar in complexity to the type of worked to be performed. An offeror with no relevant past performance will "pass" for purposes of the pass/fail evaluation. III. Price Volume: The RFP requires the submission of price information that the Government will use to determine price reasonableness and realism, as well as to discriminate among technically acceptable offerors. Offerors shall provide a price for each deliverable contained in the performance work statement (Section 5 - specific tasks and deliverables), as well as an overall price for performance of the contract. All proposals shall be submitted no later than 5:00 PM EST on August 16, 2013 via email to Anthony.Balestreri@va.gov. All three proposal volumes shall be in PDF format; no hard copies are required.
