Description
NAVSUP Fleet Logistics Center San Diego intends to negotiate and award a firm-fixed price supply contract on a sole source basis under the authority of FAR 6.302-1(b)(1) Only one responsible source and no other supplies or services will satisfy agency requirements, with the University of St. Andrews; 79 North Street, St. Andrews, FIFE, KY16 9RJ, United Kingdom. The scope of this requirement is to develop and deliver at three Navy concentration areas a 3-day training sessions with accompanying reference materials on the latest methodology to estimate absolute abundance and density from passive acoustic data. The latest methodologies for interpreting this data were developed by St. Andrews University under the Density Estimation for Cetaceans from Acoustic Fixed-array sensors (DECAF) project sponsored by National Oceanographic Partnership Program (NOPP). The methods developed at St. Andrews University are well recognized as state of the art and are well-documented with peer-reviewed publication in scientific journals as demonstrated in the DECAF project and numerous follow-on studies (Marques et al., 2009; Küsel et al., 2011, Ward et al., 2012; Marques et al., 2012; Martin et al., 2012; Marques et al., 2011; Kyhn et al., 2012). Training led by the St. Andrews team will bring the information to those in the Navy that are responsible for planning, execution and analysis of acoustic monitoring. As the developer of these methods, St. Andrews is the only known source that is qualified to provide this training. Through extensive market research, it has been determined that only St. Andrews University is capable of fulfilling the Governments requirement. Primary performace will be at the contractors location. Worshops will occur in Norfolk, VA, San Diego, CA, and Peral Harbor, HI. The applicable NAICS code is 611310. This notice of intent is not a request for competitive proposals. No formal solicitation package is available. The Government will not be responsible for any cost incurred in responding to this notice; however, interested parties may identify their interest and capability to meet the requirements and past performance data no later than 10:00am Pacific Standard Time on 03 September 2013. All interested parties must demonstrate their appropriate expertise and experience in providing this requirement. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government.
