Description
The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst intends to procure thirty-two (32) each NDTS Type "A" I/O circuit card assemblies (CCAs), P/N: 530-4000-001 which are components of the currently fielded MK-162 Gridlock System Computer (GSC). The MK-162 GSC is a critical component of the AEGIS Weapons System (AWS) & the Ship Self Defense System (SSDS) Combat Weapon Systems. Each AWS system is comprised of two (2) each of the L3 NTDS Type "A" CCAs. These circuit cards allow remote control of the MK-162 by the user sitting at the ships Tactical Information Console within the Combat Information Center. They also provide the mater reference signal that the MK-162 "grid-lock" against for tactical accuracy. This CCA is required to ensure exact configuration of the MK-162 GSCs in order to maintain interoperability and interchangeability with fielded MK-162 GSCs and ultimately with fielded AWS and SSDS systems. The Navy intends to solicit on a sole source basis from L-3 Ruggedized Command & Control Solutions (L3) for the equipment identified above. As a result of the solicitation, NAWCAD Lakehurst intends to award one (1) Firm Fixed-Price contract. The L3 Type "A" I/O CCAs contain proprietary firmware driver instructions for which the Government does not possess adaquate data rights to competitively award this acquisition. Without the techincal data, it would not be possible for any other source to provide the required Type "A" CCAs needed for fieldings that are scheduled in 2nd QTR FY14. Additionally, L3 is the only known qualified source that can manufacture a fully combat certified NTDS Type "A" I/O Circuit CCA that meets both electrical and physical requirements for both the AWS and the SSDS Combat Systems. These MK-162 system (inclusive of the required CCAs) have already undergone extensive First Article Testing, including medium-weight shock & vibration tests, full Environmental Stress Screening tests, and AWS and SSDS system-level integration certification tests across all versions of these combat systems currently fielded. The Government intends to procure this equipment under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1.
