- The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under authority for FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within seven days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Corporate Executive Board is the only known source that provides the Corporate Leadership Council and their products and services. CEB is the only organization providing both a focus on strategic HR issues in the federal government and a service model that will be cost and time-effective. OCHR has previously utilized the CLC to support its transformation initiatives and found their products and services will best meet OCHR's needs for best practices research on human capital solutions, initiatives, and metrics. The CEB supports more than 50 independent subscriptions which offer proprietary research, best practices, and implementation tools & frameworks aligned around the strategic concerns of various senior management professionals. The CLC membership is specifically dedicated to developing a strategic approach to managing each of the HR services involved in the employee lifecycle. A new vendor would create a greater amount of work to introduce the vendor and develop trust throughout the HR Community, creating a much steeper learning curve for the HR Community to access information from a new source, requiring a greater investment of money and time. The applicable North American Industry Classification Systems (NAICS) Code is 541612.
