Description

Solicitation number VA260-13-Q-1262 is being issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-69, dated August 1, 2013. The North American Industry Classification system code (NAICS) 333314 size standard of 500 employees. This is an unrestricted set-aside. All firms responding must be registered with the System for Award Management (SAM). Offerors quotes shall propose a firm fixed price for all line items listed below, subject to the terms and conditions of this entire synopsis/solicitation. The location for delivery is: Department of Veterans Affairs Boise VA Medical Center 500 W Fort St. Boise, ID 83702 Quotes must be received by August 29, 2013 at 4:00 PM Mountain Time. Quotes must be in writing, and may be submitted by email, mail or in person. Facsimiles will not be accepted. Description: The Boise VA Medical Center is soliciting competitive offers for a Leica TCS-SP8 Confocal Laser Scanning Microscope System on a brand name or equal basis. The government intends to award a single firm-fixed price contract, without discussions, to the offeror who represents the best value to the government, based on the evaluation factors outlined under FAR 52.212-2 in the attached solicitation document. Quotes are requested to be FOB Destination, and inclusive of shipping charges. Line Items: LINE 0001 Description: Leica TCS-SP8 Confocal Laser Scanning Microscope Stand, or equal according to the salient characteristics provided in the attached solicitation document Qty: 1 EA LINE 0002 Description: Leica TCS-SP8 Confocal Laser Scanning Microscope Objectives, or equal according to the salient characteristics provided in the attached solicitation document Qty: 1 EA LINE 0003 Description: Leica TCS-SP8 Confocal Laser Scanning Microscope Scan Heads, or equal according to the salient characteristics provided in the attached solicitation document Qty: 1 EA LINE 0004 Description: Leica TCS-SP8 Confocal Laser Scanning Microscope Lasers, or equal according to the salient characteristics provided in the attached solicitation document Qty: 1 EA LINE 0005 Description: Leica TCS-SP8 Confocal Laser Scanning Microscope Software and Workstation, or equal according to the salient characteristics provided in the attached solicitation document Qty: 1 EA LINE 0006 Description: On-site Installation and Training Qty: 1 EA Offers: Offerors must provide the following information in their quotes in order to be considered responsive: (1) The solicitation number; (2) The name, address, DUNS number, and telephone number of the offeror; (3) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (4) Terms of any express warranty; (5) Completed Price schedule and any discount terms; (6) A completed copy of the representations and certifications at FAR 52.212-3 (if not previously completed electronically in SAM); (7) Acknowledgment of Solicitation Amendments (if any); (8) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. By submitting an offer, the offeror agrees to hold the prices in its offer firm for at least 30 calendar days from the date specified for the receipt of offers, unless another time period is specified in an addendum to the solicitation. Answers to questions will be posted as an ammendment to this solicitation, if required. Individual responses are not promised, and should not be expected. Clauses and provisions from the Federal Acquisition Regulation (FAR) and supplements thereto are incorporated in this solicitation by reference and in full text. Those incorporated by reference have the same force and effect as if they were given in full text.
