Description
AFGHAN NATIONAL SECURITY FORCES (ANSF) Train-the-Trainer Program Various Locations, Afghanistan 1.0Description The General Support Contracting Center (GSCC) is looking for Literacy Instructors in support of the Afghan National Security Forces and is seeking information on interested contractors capable of delivering such services as required in accordance with attached performance work statements. 1.1 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, GSCC is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be posted on the Federal Business Opportunities (FedBizOpps) website and/or the Joint Contingency Contracting System (JCCS) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 2.0Background This requirement is to augment and support the ANSF Literacy Training Program. Over 30 years of combat has resulted in low literacy levels within Afghanistan. Although the Government of the Islamic Republic of Afghanistan (GIRoA) intent is to provide quality schooling for all its citizens, those of the population who grew up during that turbulent period are largely illiterate. Low literacy negatively impacts the ANSF's ability to provide quality training and to develop advanced schooling for its personnel. Requirements in this PWS are derived from currently contracted ANSF literacy programs along with needed expansion initiatives. The Afghan Ministry of Education (MoE) has developed a standard Afghan literacy program which is the current curriculum used by NTM-A Literacy Branch for its own ANSF Literacy project. The ANSF Train-the-Trainer Program shall focus on requirements that meet and deliver to the standards of the MoE designed literacy course. 2.1 Planned Production: On a monthly basis, in either Regions 1, 2 or 3 as reflected in the attachments, the Contractor shall train approximately 45 ANSF members to successfully instruct the literacy and numeracy program developed by the MoE. These forty-five T3 trainees will be divided into two class groups with 25 ANA trainees in one group and 20 ANP trainees in the other. These two T3 classes will be conducted at different locations within each RC. 2.2 Delivery Period: The proposed performance start date for any award(s) related to this RFI is estimated to be on or about 7 October 2013. Services would be provided for 12 months from this date. All services will be in accordance with the attached PWS or any updated PWS provided by GSCC at time of award. 2.3 Limitations: The Contractor shall hire Master Teachers who meet the criteria identified in the attached PWS section 2.2. Unless otherwise noted, all requirements must be completed before the Instructor will be allowed to teach. Non-US contractors must be approved in JCCS with the appropriate Specialty Licenses in order to be considered prior to being considered for any award that may stem from this RFI. US contractors must be registered in System for Award Management (SAM) to be considered for any award that may stem from this RFI. 2.4 Security Requirements: The Contractor shall coordinate with the provided ANSF/Coalition Force point of contact to secure access to the class location, to schedule the facilities, and to ensure the required students show up at the required time and place. 3.0 Responses Vendors who are qualified and believe they can legitimately meet the criteria in Sections 2.1-2.4 are requested to respond to this RFI no later than 28 August 2013, 1900hrs, Kabul local time via e-mail ONLY to: Capt Caitlin Harris at caitlin.e.harris@afghan.swa.army.mil AND SSgt Benjamin Brown at benjamin.brown@afghan.swa.army.mil Please provide the following information 1.Company Name 2.Designated point of contact 3.Mailing address 4.Phone number 5.E-mail 6.JCCS ID or SAM cage code 7.Identify preference of region(s). Please be advised that all submissions become Government property and will not be returned. 4.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer/ Contracting Specialist whose email address is provided in Section 3.0. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the Federal Business Opportunities (FedBizOpps) website and/or the Joint Contingency Contracting System (JCCS) website; accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after Kabul local time of 1900hrs on 28 August 2013 will be answered. 5.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide Afghan National Security Forces (ANSF) Train-the-Trainer Master instructors in accordance with the attached PWS. The information provided in the RFI is subject to change and is not binding on the Government. GSCC has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
