Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health, National Cancer Institute (NCI) intends to solicit, negotiate and award a contract on a non-competitive basis with only one source, the National Academy of Sciences (NAS), under the authority of 41 U.S.C 253(c)(1) as set forth in FAR 6.302-(b)(1)(i). Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all proposals received will be considered by the Government. A determination by the Government not to continue with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition. The North American Industry Classification System (NAICS) code 541690 with a size standard of $14,000,000 is considered appropriate for this acquisition. The period of performance will be a one year base award and four additional one year option periods. Specifically, this contract will provide part of the core support of the National Cancer Policy Forum (NCPF), which is the re-creation of the National Cancer Policy Board. This contract is not the sole support of the NCPF, but a collaboration with other federal and commercial entities. The NCPF provides the professional, technical, and broad national guidance relative to the National Cancer Program to insure that one forum represents the views of the American public with regard to the national cancer effort. The NAS is the only organization that has the authority to focus specifically on and fully comply with the requirements of this solicitation since only its membership can provide the measure of expertise and independence, objectivity and audience acceptance to meet the program requirements. This is not a solicitation for competitive proposals. Interested parties may submit a statement of capabilities within 15 calendar days of publication of this notice. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above specifications described herein. Respondents must submit their capability statements via email to Howard O. Cyrus Jr., Contracting Officer at hc163b@nih.gov Submissions must be in either an MS Word document or Adobe PDF and received no later than 4:00 PM EDT September 5, 2013. The email subject line must specify this RFP number N02CO37015-79. Facsimile responses will not be accepted. All responses must be received by the specified due date and time in order to be considered. ANY RESPONSES RECEIVED AFTER THAT DATE AND TIME WILL NOT BE CONSIDERED. Note: This Presolicitation Notice follows Sources Sought Notice HHS-NIH-NCI-SBSS-TSB-0109 that was released on June 4, 2013. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
