- This synopsis is hereby amended to correct the NAICS code. The proper NAICS code for this effort is 335932. All other information remains unchanged. The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst intends to procure seven (7) MK-162 Chassis, P/N: 40166345 in order to furnish complete MK-162 Gridlock System Computers (GSCs) to outfit Aegis Weapons System (AWS) and Ship Self Defense System (SSDS)-equipped ships. The Navy intends to solicit on a sole source basis from Barco Federal Systems (Barco) for the equipment identified above. As a result of the solicitation, NAWCAD Lakehurst intends to award one (1) Firm Fixed-Price (FFP) contract. This chassis serves as the external shock-hardened housing of the MK-162 GSC, which is a critical component of the AWS and SSDS combat systems as it provides positional data error-correction (referred to as "Gridlock") within the battle group's network-centric data links in order to achieve tactical targeting accuracy. Barco is the only known source that can manufacture a fully shock-qualified chassis that meets the electrical and physical requirements of both AEGIS and SSDS combat systems. This chassis has already undergone extensive qualification certification in the form of extensive First Article Testing (FAT) that included medium-weight shock & vibration tests, full Environmental Stress Screening (ESS) tests, and AEGIS and SSDS system-level integration certification tests across all versions of these combat systems currently fielded. This particular chassis is currently fielded as a part of existing fielded MK-162 GSC's onboard AWS and SSDS ships. The Barco chassis identified above is the only known configuration that meets all of the above requirements and has passed all required certification testing while maintaining interoperability and interchangeability with existing fielded MK-162 GSCs and AWS and SSDS combat systems. The Barco chassis configuration contains proprietary hardware components and internal layout for which the Government does not possess adequate data rights, without which it is not possible for the Government to compete this acquisition. The Government intends to procure this equipment under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1.
