- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. RESPONSES SHOULD INCLUDE A COPY OF YOUR COMMERCIAL PRICELIST OR PRICE SUPPORT ALONG WITH YOUR COMPANY'S CAGE CODE, TAXPAYER IDENTIFICATION NUMBER, AND DUNS NUMBER. Combined Synopsis/Solicitation Number W31P4Q-13-T-0179 is to be a Sole-Source procurement to Continuum Electro-Optics, Inc. in accordance with FAR Part 13. The corresponding NAICS code for this procurement is 334516. The US Army Contracting Command-Redstone is soliciting a quote from Continuum Electro-Optics, Inc. for the purchase of the following: One (1) Q-switched, diode-pumped Nd:YLF laser emitting a minimum pulse energy of 15 millijoules at 527 nanometers when operating at 1 kilohertz repetition rate. The repetition rate must be user adjustable over a minimum range of 1-3 kilohertz. The pulse width must be less than 170 nanoseconds but more than 130 nanoseconds. The transverse cavity mode(s) may be multi-mode but must be suitable for efficient pumping of ultrafast Ti:sapphire amplifiers. Pulse-to-pulse energy stability should not exceed 0.5% root-mean squared (RMS). The laser head should be hermetically sealed for reliable and long-term operation. This pump laser must be compatible with an existing Quantronix Titan Ti:sapphire amplifier emitting 1.8 millijoule pulses at 800 nanometers when operating at 1 kilohertz repetition rate. Performance and service of the new laser operating in conjunction with the existing amplifier must be guaranteed by the vendor. This new pump laser is critical to the proper operation of an existing Quantronix Titan amplifier. If the new laser were purchased from a vendor other then Continuum/Quantronix, then the performance of the Darwin/Titan system as a whole would not be guaranteed; furthermore proper service and alignment of the Titan amplifier would not be received by Quantronix. Continuum/Quantronix is the only vendor whose laser can meet the performance requirements of the new laser while also guaranteeing seamless integration with existing AMRDEC laser hardware. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69. Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. Other clauses may be included in the award if applicable. The following factors shall be used to evaluate offers: technical capability of the items offered to meet the Government requirement, price, and delivery. All items shall include shipping costs FOB Destination to Redstone Arsenal, AL. Payment will be made via Wide Area Workflow.
