Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E136, Bethesda, MD 20892, UNITED STATES Description National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Hormonal and Reproductive Epidemiology Branch (HREB) plans to procure on a sole source basis preventive maintenance and emergency services for the government-owned Bruker Biospin 700 MHz Nuclear Magnetic Resonance Spectrometer Console (NMR) instrument from Bruker BioSpin Corporation, 15 Fortune Drive, Billerica, MA 01821. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 811219 and the business size standard is $19.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is twelve (12) months from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. Contractor shall perform one (1) preventive maintenance inspections on the government-owned Bruker Biospin 700 MHz Nuclear Magnetic Resonance Spectrometer Console (NMR) instrument to include CryoPlatform maintenance, full console service and magnet service during the contract period. The system also includes the following accessories: (1) BCU05LT cooling unit, (2) CP TCI 700S3 H-C/N-D-05 Z P and (3) PA TXI 700S3 H-C/N-D-05-Z. Service shall be performed by technically qualified factory trained personnel. One on-site, emergency repair service visit shall be provided during the term of this contract at no additional cost to the government. Emergency service shall be provided during normal working hours, Monday through Friday excluding Federal Holidays. Upon receipt of notice that any part of the equipment is not functioning properly the Contractor shall within twenty-four (24) hours furnish a qualified factory-trained service representative to inspect the equipment and perform all repairs and adjustments necessary to restore the equipment to normal and efficient operating condition. The contractor shall provide Software Service and updates in accordance with the manufacturer's latest established service procedures, to include telephone access to technical support for use of program software and trouble shooting of the operating systems, Contractor shall furnish all required replacement parts including shipping costs, with the exception of consumable parts to include batteries and excluding glassware. Parts shall be new or re-manufactured to original equipment specifications. This instrument is manufactured by Bruker BioSpin Corp. The maintenance work needs to be performed by manufacturer trained personnel. In addition, the software to control the console of the instrument is only provided by the manufacturer. Bruker Biospin Corp is the only known source capable of providing the required preventive maintenance services for the Bruker 700 MHz NMR. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00EST, on September 4, 2013. All responses and questions must be in writing and faxed 240-276-5401or emailed to Terry Galloway, Contracting Officer via electronic mail at gallowaytl@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
